					</table><p>Each captive power user, even in a group captive structure of open access, must now hold a minimum ownership of 26%, according to the amendments to the Electricity Rules, 2005, issued by the <a href="https://powermin.gov.in/" target="_blank" rel="noopener">Ministry of Power</a>.</p>
<p>Earlier, the minimum ownership of 26% was to be collectively held by captive users. The amendment implies that only three users can now participate in a project under the group captive model.</p>
<p>Also, if the captive generating project is set up by an affiliate company, the captive user should hold at least 51% of the ownership in that affiliate company.</p>
<p>According to Mercom India Research, there was no clarity until now on the minimum equity stake regarding the group captive model of open access.</p>
<p>With the amendment, the Ministry aims to specify the maximum number of users that can participate in a group captive model and the minimum equity they must hold.</p>
<p>Further, the consumption of electricity by the captive user may be either direct or through an energy storage system.</p>
<p>According to the amendment, where an entity is a deemed licensee, the period of the license will be 25 years.</p>
<p>The license granted by the appropriate commission will be deemed to be renewed unless the same is revoked.</p>
<p>Further, if the commission has renewed the license for a particular period before the notification of these rules, the license will be deemed to be renewed for that particular period.</p>
<p>The tariff for a particular month will be calculated based on the energy scheduled rather than the energy supplied to the end procurer from the central pool (i.e., solar power central pool and wind power central pool) by the intermediary procurer.</p>
<p>In January, the Ministry of Power <a href="https://www.mercomindia.com/new-electricity-rules-curb-hikes-open-access-surcharge" target="_blank" rel="noopener">made</a> changes to the Electricity Rules, 2005. According to the amendments, the surcharge that open access consumers must pay, as determined by the state commissions, should not exceed 20% of the average cost of supply of power.</p>

<p><strong>TotalEnergies ENEOS </strong><a href="https://solar.totalenergies.asia/2022/12/07/totalenergies-eneos-completes-solar-rooftop-installation-for-sri-kannapiran-mills-a-textile-giant-in-south-india/" target="_blank" rel="noopener"><strong>installed</strong></a><strong> a 1 MW rooftop solar photovoltaic system for a textile company, Sri Kannapiran Mills, in Tamil Nadu.</strong> The rooftop system will cater to 30% of the mill’s electricity needs. It will generate around 1,500 MW of power annually and help the mill mitigate 1,200 tons of carbon emissions, equivalent to removing 200 cars off the road. The plant will also help Sri Kannapiran Mills cut its electricity costs. The textile company plans to install solar panels on all its factory roofs for captive consumption.</p>
<p><strong>Apeejay Surrendra Park Hotels (<a href="https://www.apeejaygroup.com/hospitality.html" target="_blank" rel="noopener">ASPHL</a>) partnered with <a href="https://www.tatapower.com/" target="_blank" rel="noopener">Tata Power</a> to install electric vehicle (EV) charging facilities for electric four-wheelers.</strong> Tata Power will help equip all ASPHL’s brands, including The Park Hotels, The Park Collection, Zone by the Park, and Zone Connect, with public charging infrastructure. Tata Power has also developed a mobile application to enable EV consumers to locate charging stations, book them in advance or as required, and pay for them. ASPHL’s hotels in each city will also feature in this application across the country.</p>
<p><strong>Singapore-based crew boat operator <a href="https://www.fastoffshore.com.sg/" target="_blank" rel="noopener">Fast Offshore Supply</a> signed a memorandum of understanding with <a href="https://www.terasaki.co.jp/english/" target="_blank" rel="noopener">Terasaki Electric</a>, <a href="https://shift-cleanenergy.com/" target="_blank" rel="noopener">Shift Clean Solutions</a>, and <a href="https://www.rina.org/en#_blank" target="_blank" rel="noopener">RINA</a> to jointly develop an energy storage system (ESS) for the FOS fleet to mitigate the carbon emissions from vessels.</strong> The ESS system will be embedded into a container with a plug-and-play connection, so the vessel’s electrical system can be linked to it.</p>
<p><strong>Developer of renewable energy and green hydrogen projects, CWP Global, </strong><a href="https://www.cwp.global/wp-content/uploads/2022/12/221206-CWP-Djibouti-MOU-signing-press-release-FINAL.pdf" target="_blank" rel="noopener"><strong>signed</strong></a><strong> an agreement with the Djibouti government for a new 10 GW clean energy and green hydrogen hub</strong>. The project is expected to contribute significantly to realizing the African nation’s aspirations for cleaner and more secure energy supplies, creating green jobs and value-add industries, and generating exports to fast-emerging markets for low-carbon fuels and industrial products.</p>
<p><strong>Global energy business conglomerate bp has </strong><a href="https://www.bp.com/en_au/australia/home/media/press-releases/bp-backs-australias-energy-future.html" target="_blank" rel="noopener"><strong>acquired</strong></a><strong> a 40.5% equity stake in the Asian Renewable Energy Hub (AREH) project in the Pilbara region of Western Australia.</strong> The project will be developed in multiple phases and deliver a total generating capacity of 26 GW, equivalent to around a third of the electricity generated in Australia in 2020. AREH aims to supply clean electricity, green hydrogen, and ammonia to miners and industrial users in Pilbara while supporting export to major international markets. Apart from bp, InterContinental Energy owns a 26.4% stake in AREH, CWP Global owns a 17.8% stake, and Macquarie Capital and Macquarie’s Green Investment Group have a 15.3% stake in AREH.</p>
<p><strong>Fuel Cell Energy </strong><a href="https://investor.fce.com/press-releases/press-release-details/2022/FuelCell-Energy-Announces-Solid-Oxide-Electrolysis-and-Fuel-Cell-Platform-to-Improve-Control-and-Flexibility-of-Energy-Investments/default.aspx" target="_blank" rel="noopener"><strong>commenced</strong></a><strong> accepting orders for its solid oxide electrolyzer and solid oxide fuel cell platform to help organizations implement a flexible energy strategy.</strong> The company’s patented solid oxide technology will help the customers to be hydrogen-ready. The U.S. Department of Energy’s Idaho National Laboratory is performing stack tests to study the performance and durability of Fuel Cell’s solid oxide technology. Customers can use the new platform to maintain continuous power and reduce their dependence on the grid by co-locating generation and use wherever possible.</p>

					</table><p><a href="https://www.remcltd.com/" target="_blank" rel="noopener">REMC Limited</a>, a joint venture of <a href="https://indianrailways.gov.in/" target="_blank" rel="noopener">Indian Railways</a> and <a href="https://www.rites.com/" target="_blank" rel="noopener">RITES</a>, on behalf of Indian Railways, has invited bids to procure 1 GW of round-the-clock (RTC) power from grid-connected renewable power projects with or without storage across India for 25 years.</p>
<p>The projects will be developed on a build, own, and operate basis.</p>
<p>The last date to submit the bids online is August 16, 2022. Bids will be opened on August 18.</p>
<p>Bidders must submit an amount equivalent to ₹980,000 (~$12,279)/MW as an earnest money deposit.</p>
<p>The successful bidder should furnish a performance bank guarantee for a value of ₹2 million (~$25,060)/MW to the buying entity at least seven working days before the power purchase agreement (PPA) signing.</p>
<p>The successful bidder must pay ₹100,000 (~$1,251) / MW plus 18% goods and service tax (GST) to REMCL towards administrative overheads, coordination with state authorities and others, Buying Entity/state transmission utility / central transmission utility, pre-commissioning and commissioning expense.</p>
<p>Under the tender, the minimum bid capacity has been set as 250 MW.</p>
<p>The annual availability of the project for the first four years should be 75%, and it should be 85% for the rest of the contract years. For time-block-wise availability, the minimum project availability must be 50% for the entire contract tenure.</p>
<p>In case of a shortfall in power supplied, the developer will have to pay 200% of the applicable tariff for that contract year for the shortfall energy calculated on an annual or time block basis.</p>
<p>The supply will also include energy offered from the storage system, provided renewable sources are used to store energy in the storage system.</p>
<p>The tariff will be mutually decided between the parties. The tariff quoted for each year will be levelized based on the discounting factor of 8.09 %.</p>
<p>Only commercially established and operational technologies should be used to minimize the technology risk and achieve the projects&#8217; timely commissioning.</p>
<p>The energy storage system (ESS), if any, may be constituted as part of the project or tied up with a third party separately by the developer. The tender clarifies that ESS power supplied for this project should be from renewable sources.</p>
<p>Already commissioned projects will not be considered under this tender. However, projects under construction or projects not yet commissioned will be considered in case these projects are not already accepted under any other central or state programs.</p>
<p>The renewable generation components and the ESS installed may be located anywhere – may be co-located or located at different locations. The different components of RTC power, i.e., solar, wind, hydro, etc., can be connected with the interstate transmission system (ISTS) network at different ISTS substations.</p>
<p>The net worth of the bidder must be equal to or greater than ₹30 million (~$375,906)/MW during the previous financial year, i.e., immediately preceding the bid submission date.</p>
<p>The minimum annual turnover of the bidder should be at least ₹48 million (~$601,450)/MW during the last financial year.</p>
<p>The internal resource generation capability of the bidder, in the form of profit before depreciation, interest, taxes, and amortization (PBDITA), should be at least ₹9.6 million (~$120,290)/MW during the previous financial year.</p>
<p>Also, the bidder should have an in-principal sanction letter from the lending institutions committing a Line of Credit for a minimum amount of ₹12 million (~$150,362)/MW toward meeting the working capital requirement of the project.</p>
<p>The renewable project developer should be entirely responsible for acquiring the land required for the project.</p>
<p>Any bidder from a country that shares a land border with India will be eligible to bid in this tender only if the bidder is registered with the competent authority.</p>
<p>The solar modules to be used for the projects should be from the Approved List of Models and Manufacturers (ALMM) as issued by the Ministry of New and Renewable Energy (MNRE). Also, wind turbines listed in the Revised List of Models and Manufacturers (RLMM) should be used for the projects.</p>
<p>Recently, REMCL <a href="https://mercomindia.com/railways-invites-bids-solar-projects/" target="_blank" rel="noopener">invited</a> bids to set up 1.55 GW of ground-mounted solar power projects near the traction substations at 25 kV connectivity across India. The projects will be developed on a build, own, and operate basis.</p>
<p>Earlier, REMCL had <a href="https://mercomindia.com/railways-tender-50-mw-solar-uttar-pradesh-madhya-pradesh/" target="_blank" rel="noopener">invited</a> bids to select solar project developers to set up 50 MW of ground-mounted solar projects on private owners or farmers&#8217; land near the traction substations at 25 kV connectivity in Uttar Pradesh and Madhya Pradesh.</p>

Indian Railways Floats Tender to Procure 1 GW of Round-the-Clock Renewable Power

<p>The U.S. energy storage system (ESS) market registered a record growth in new system installations with 4,727 MWh in the fourth quarter (Q4) of 2021, according to global research and consultancy firm Wood Mackenzie.</p>
<p>The latest ‘U.S. Energy Storage Monitor Report’ released by Wood Mackenzie in collaboration with American Clean Power Association (ACP) noted that Q4 2021 witnessed more capacity installed than the first three quarters combined.</p>
<p>While the grid-scale storage struggled to meet the expectations, the residential and non-residential storage segments contributed to the overall growth in the year and the final quarter.</p>
<p><strong>Grid-scale ESS</strong></p>
<p>The grid-scale energy storage segment nearly tripled year-over-year (YoY) to 3 GW/9.2 GWh in 2021. The segment was held back due to supply chain challenges delaying over 2 GW of capacity into 2022 and 2023. According to Wood Mackenzie, the delays in supply chain and interconnection queue processing will persist through 2024.</p>
<p>Vice President for Energy Storage at American Clean Power, Jason Burwen, said, “2021 was yet another record for the U.S. energy storage market, with annual installations of multiple gigawatts for the first time. Despite supply tightness leading to some project delays, the grid-scale market is still on track for exponential growth.”</p>
<p>The report outlines that the system component price gains were affected due to price rise in raw materials and transportation.</p>
<p><strong>Residential ESS</strong></p>
<p>According to the report, Q4 2021 saw the residential ESS segment reaching a new record high with 123MW installed capacity, surpassing the previous high of 110 MW installed in Q1 2021. The increase in the solar-plus-storage sales in markets outside California resulted in taking the national annual to 436 MW, setting a new quarterly benchmark.</p>
<p>The report predicts that by 2026, annual ESS installations in the residential segment are likely to hit 2GW/ 5.4GWh — with frontrunners in California, Puerto Rico, Texas, and Florida leading the specific market segment.</p>
<p>Wood Mackenzie analyst Chloe Holden observed, “Puerto Rico’s position in the residential U.S. solar-plus-storage market comes as no surprise, and demonstrates how outages can drive battery adoption, with thousands of new residential installs emerging each quarter and competition increasing between local installers. Outages in Puerto Rico also drive customers to recognize the added value of resilience that solar-plus-storage systems offer, despite premium pricing and lack of incentive programs. This is also driving solar-plus-storage market growth in Florida, the Carolinas, and parts of the Midwest.”</p>
<p>The report also found that California storage markets remain resilient as the policy and market developments help the growing solar market.</p>
<p>The non-residential ESS segment delivered 131MWh in Q4 2021, resulting in 162MW/ 350MWh of total installations in the year. The demand was driven by increased storage attachment rates with the community solar markets of New York and Massachusetts.</p>
<p>The U.S. Department of Energy recently <a href="https://mercomindia.com/us-department-of-energy-to-invest/" target="_blank" rel="noopener">issued</a> two notices of intent to invest $2.91 billion to enhance the production of advanced batteries to boost the growing electric vehicle and energy storage segment.</p>
<p>According to Wood Mackenzie’s recent <a href="https://mercomindia.com/global-lithium-ion-battery-capacity-to-increase-five-fold/" target="_blank" rel="noopener">analysis</a>, the cumulative lithium-ion battery capacity will likely rise over five-fold to 5,500 GWh between 2021 and 2030.</p>
<p>Wood Mackenzie had previously <a href="https://mercomindia.com/us-installs-3-51-gwh-new-energy-storage-capacity/" target="_blank" rel="noopener">reported</a> that the U.S. installed 3.51 GWh of new energy storage in Q3 of 2021.</p>

US Installs a Record 4.7 GWh of Energy Storage Capacity in Q4 2021

<p>Indian power company <a href="http://www.jsw.in/energy" target="_blank" rel="noopener">JSW Energy</a> has acquired 100 percent stake in JSW Electric Vehicles in a bid to enter the country’s rapidly expanding electric vehicles (EV) market.</p>
<p>According to the company’s filing with the Bombay Stock Exchange (BSE), the acquisition is part of diversification strategy of JSW Energy to foray into electric vehicles, energy storage systems and charging infrastructure which will be housed under the acquired entity &#8211; JSW Electric Vehicles.</p>
<p>The shareholders of JSW Electric Vehicles before this acquisition were Magnificient Merchandise, Advisory Services Private Limited (a company owned by promoter of JSW Energy), and Parth Jindal.</p>
<p>JSW Electric Vehicles has a paid share capital of ₹0.1 million (~$1,534) and it is a debt-free company.</p>
<p>The acquired entity has been set up to manufacture electric motor vehicles, as well as all types of parts, spare parts, engines, appliances, and apparatus required.</p>
<p>The firm was incorporated on 18 July, 2017 and is yet to commence its operations in the country. JSW Electric Vehicles presently has its presence only in India.</p>
<p>According to the company, JSW Energy Ltd achieved a whopping 119 percent rise in net profit for the third quarter of 2017, compared with the corresponding quarter of the previous fiscal.</p>
<p>Previously, Mercom had <a href="https://mercomindia.com/electric-vehicles-opportunity-india/" target="_blank" rel="noopener">reported</a> that the electric vehicle (EV) market in India is slowly beginning to gain momentum after three years of relative inaction. However, India still lags far behind other nations when it comes to EVs.</p>
<p>India is now <a href="https://mercomindia.com/india-plans-deploy-seven-million-electric-vehicles-2020/" target="_blank" rel="noopener">targeting</a> the deployment of 5 million to 7 million electric vehicles across the country by 2020 under the revised National Electric Mobility Mission Plan (NEMMP) 2020, released in August 2017.</p>

JSW Energy Acquires JSW Electric Vehicles

<p>The Solar Energy Corporation of India (SECI) has invited expressions of interest (EoIs) from engineering, procurement, and construction contractors to develop a 160 MW large-scale solar wind hybrid project with an energy storage system in the Ramagiri district of Andhra Pradesh.</p>
<p>The final date for EoI submissions is February 5, 2018.</p>
<p>The scope of work includes the design, engineering, procurement, supply, construction, installation, testing, and commissioning of the 160 MW grid-connected hybrid power project with an energy storage system and the associated transmission facility.</p>
<p>The tender is global, and the successful bidder will have to provide five years of operation and maintenance (O&amp;M) services after project commissioning.</p>
<p>The SECI has applied for $200 million in funding from the International Bank for Reconstruction and Development (IBRD) and the Clean Technology Fund (CTF) for the cost of innovation and the hybrid project.</p>
<p>The SECI intends to use the funding to make payments on the goods, works, and services that will be procured for project development.</p>
<p>Project infrastructure will be provided by the New and Renewable Energy Development Corporation of Andhra Pradesh (NREDCAP), while the transmission evacuation facilities are to be provided by the Andhra Pradesh Transmission Company Limited (AP Transco).</p>
<p>The SECI will own the project and the power generated by it will be sold by the SECI to potential off-takers, including Andhra Pradesh Distribution Companies (DISCOMs), under long-term Power Purchase Agreements (PPAs).</p>
<p>In India, it is rare for an implementing agency to seek to develop a hybrid project. Before this, the National Thermal Power Corporation (<a href="https://mercomindia.com/ntpc-set-3-5-mw-solar-wind-hybrid-project-karnataka/" target="_blank" rel="noopener">NTPC</a>) had issued a notice inviting tender (NIT) to set up a 3.5 MW solar plus wind hybrid power project at NTPC Kudgi in Karnataka.</p>
<p>So far, all tenders involving energy storage systems have been <a href="https://mercomindia.com/seci-cancels-950-mw-solar-tenders-plans-re-tender-renegotiates-states-lower-tariff/" target="_blank" rel="noopener">cancelled</a> for various reasons by SECI and NTPC. So, a large tender like this will naturally attract some skepticism from developers. <a href="https://mercomindia.com/energy-storage-tenders-india-iesa/" target="_blank" rel="noopener">According to</a> India Energy Storage Alliance (IESA) director, “the implementing agencies are still figuring out best practices for energy storage adoption.” SECI has to be transparent and timely in every step of the way to gain the confidence back from the industry.</p>
<p>In August 2016, the Ministry of New and Renewable Energy MNRE released a <a href="http://pib.nic.in/newsite/printrelease.aspx?relid=148106" target="_blank" rel="noopener">draft National Wind-Solar Hybrid Policy</a> that called for installing hybrid capacity of wind and solar totaling 10 GW by 2022. The draft policy was also aimed at encouraging new technologies and methods involving the combined operation of wind and solar PV projects.</p>
