					</table>REC Power Development &amp; Consultancy (<a href="https://www.recpdcl.in/" target="_blank" rel="noopener">RECPDCL</a>) has invited expressions of interest (EoI) to empanel agencies to support verification and validation work under the Indian Carbon Market.
The last date to submit the bids is May 22, 2026. Bids will be opened on the same day.
The tender seeks to create a panel of agencies capable of providing qualified personnel for carbon market assignments. RECPDCL plans to expand its services into carbon markets as an Accredited Carbon Verification Agency. The agencies will support RECPDCL by deploying verifiers, sector experts, and technical experts.
For compliance mechanism assignments, the agencies will deploy qualified personnel to verify greenhouse gas emissions, greenhouse gas emission intensity, monitoring plans, greenhouse gas inventories, reported data, emission factors, calculation methodologies, and conformity with applicable procedures under the Carbon Credit Trading Scheme.
For offset mechanism assignments, the agencies will deploy qualified personnel to validate or verify project activities. The work may include reviewing project design, baseline scenarios, technology used, greenhouse gas quantification methodologies, monitoring reports, emission factors, technical parameters, approved methodologies, and relevant standards.
RECPDCL may also ask agencies to depute verifiers or team members on a full-time basis for a defined period. During such deputation, the employee must remain exclusively available to RECPDCL for verification or validation work under RECPDCL’s supervision and control. The payroll and statutory employment relationship will remain with the agency.
The empanelment will remain valid for two years from the date of the letter of empanelment. RECPDCL may extend it by one additional year on mutually agreed terms.
RECPDCL may empanel up to ten agencies per sector. The company reserves the right to relax this cap during the empanelment period.
The EoI covers both compliance and offset mechanisms under the Indian Carbon Market.
The compliance mechanism covers verification of greenhouse gas emissions and greenhouse gas emission intensity of obligated entities. Eligible sectors under this mechanism are aluminum, cement, chlor-alkali, fertilizer, iron and steel, petrochemical, petroleum refinery, pulp and paper, and textile.
The offset mechanism covers validation and verification of project activities by non-obligated entities for registration and carbon credit issuance. Eligible sectors under this mechanism are energy, industries, agriculture, waste handling and disposal, forestry, transport, construction, fugitive emissions, solvent use, and carbon capture utilization, storage, and other removals.
Applicants may apply for one sector or multiple sectors under the relevant mechanism. They must indicate the specific sectors in their applications and provide personnel details and supporting documents for the selected mechanism and sector scope.
The EoI does not cover lead verifier or team lead positions. The proposed personnel will serve only as team members, verifiers, sector experts, or technical experts.
For compliance mechanism work, agencies must provide at least two verifiers as team members and at least one sector expert per selected sector. For offset mechanism work, agencies must provide at least two verifiers as team members and at least one technical expert per selected sector.
Bidders must have a minimum annual turnover of ₹2 million (~$21,001)/annum in at least one of the previous three financial years.
Newly formed companies or firms incorporated within the last three years from the date of application must have a net worth of at least ₹2 million (~$21,001).
In September last year, the Ministry of Environment, Forest, and Climate Change <a href="https://www.mercomindia.com/india-sets-up-national-designated-authority-for-carbon-market-governance/" target="_blank" rel="noopener">constituted</a> the National Designated Authority to implement Article 6 of the Paris Agreement and establish mechanisms for carbon markets.
The Central Electricity Regulatory Commission (CERC) recently <a href="https://www.mercomindia.com/cerc-issues-rules-to-operationalize-carbon-credit-trading-on-power-exchanges/" target="_blank" rel="noopener">proposed</a> a framework for the purchase and sale of carbon credit certificates under the Carbon Credit Trading Scheme, 2023.

RECPDCL Floats Empanelment Tender for Carbon Credit Verification Agencies

The Center for Development of Imaging Technology (<a href="https://www.cdit.org/home-1" target="_blank" rel="noopener noreferrer">C-DIT</a>) has floated an empanelment tender seeking agencies to supply grid-tied, off-grid, and hybrid solar inverters for its solar projects in Kerala.
The last date for the submission of bids is November 24, 2020. C-DIT did not specify an earnest money deposit (EMD) for this tender. The tender form costs ₹1,180 (~$16).
The tender is invited from the manufactures, authorized distributors of battery models empanelled with the Agency for Non-conventional Energy and Rural Technology (ANERT) as an original equipment manufacturer (OEM). This list includes solar inverters of Growatt, Sungrow, Fronius, Evolve Energy, Huawei, SolarEdge, Hykon, Studer Innotec, and Enertech UPS.
C-DIT said that the power conditioning units (PCU) must be string inverter with the facility to export power to the grid. All on-grid inverters must include appropriate self-protective and self-diagnostic features to protect it and the photovoltaic arrays from damage in case of a component failure.
Off-grid PCUs must have a charge controller that is integrated with the inverter or as a separate unit.
Notably, ANERT recently <a href="https://mercomindia.com/anert-releases-rate-contract-tender/" target="_blank" rel="noopener noreferrer">invited bids</a> from empanelled agencies for the rate contract of 10 MW of solar power projects in Kerala.
Hybrid inverters must be string inverters with the facility to export power to the grid. All the PCUs used in solar projects must come with a five-year on-site warranty, which is to be provided by the equipment manufacturer.

To be eligible to participate in the tender, bidders must have had an average annual turnover of ₹5 million (~$67,248) in the last three financial years. Engineering, procurement, and construction (EPC) companies, manufacturers, and distributors of solar inverters can place bids.
According to <a href="https://mercomindia.com/india-solar-market-leaders-1h-2020/" target="_blank" rel="noopener noreferrer">Mercom’s India Solar Market Leaderboard for 1H of 2020</a>, Sungrow, FIMER India (formerly ABB), and Sineng Electric were the top solar inverter suppliers overall to the Indian solar market in the first half of the calendar year 2020. The top three companies <a href="https://mercomindia.com/sungrow-fimer-sineng-major-solar-inverter/" target="_blank" rel="noopener noreferrer">accounted</a> for about 57% of solar inverter shipments during this period.

Tender to Empanel Firms For Supply of Grid-Tied, Off-Grid, Hybrid Solar Inverters

The Uttarakhand Power Corporation Limited (<a href="https://www.upcl.org/" target="_blank" rel="noopener noreferrer">UPCL</a>) has floated a tender inviting expression of interest (EoI) for the rate contract and empanelment of vendors for grid-connected rooftop solar power projects between 1 kW and 500 kW. The total capacity of the projects to be developed is 10 MW.
Interested bidders must pay a sum of ₹2 million (~$27,960) as the earnest money deposit (EMD). The deadline for the submission of bids is November 29, 2019.
The scope of work involves the design, manufacture, supply, erection, testing, and commissioning of the projects, including five years of operation and maintenance.
The projects have divided into categories. Out of the total capacity of 10 MW, 6 MW falls under A, 3 MW is under category B, and 1 MW has been allocated under category C. That said, these allocations of capacity are tentative and can be interchanged depending upon the number of bidders qualified in a given category and project demands in various categories.
The pre-qualifying requirement of the tender is that the selected bidder should be a photovoltaic system integrator having experience in the installation and commissioning of solar power projects in MNRE supported programs.
The successful bidder should have installed and commissioned a grid-connected solar PV power project having a total capacity of at least 50 kW, which should have been commissioned at least six months before the techno-commercial bid opening date.
According to the tender, the minimum annual average turnover of the successful bidder should be at least ₹30 million (~$0.42 million) in the last three financial years.
In September 2019, Mercom reported that the Uttarakhand Renewable Energy Development Agency (UREDA) <a href="https://mercomindia.com/uttarakhand-seeks-empanel-decentralized-solar-projects/">issued</a> a tender inviting expression of interest for the empanelment of engineering, procurement, and construction contractors to develop off-grid and decentralized solar projects.
Earlier, it was reported that the Uttarakhand Electricity Regulatory Commission (UERC) <a href="https://mercomindia.com/uttarakhand-benchmark-generic-tariff-solar-projects/" target="_blank" rel="noopener noreferrer">approved</a> the extension of benchmark capital cost and generic tariff for the financial year 2019-20 for 52 MW of solar projects.
According to the benchmarks <a href="https://mercomindia.com/mnre-rooftop-solar-benchmark-costs/" target="_blank" rel="noopener noreferrer">provided</a> by the MNRE, for project capacity above 1 kW and up to 10 kW, the benchmark cost for states other than those under special category is ₹54 (~$0.76)/kW and ₹59 (~$0.83)/kW for special category states. Special category states include northeastern states, hilly states of Uttarakhand, Himachal Pradesh, Jammu and Kashmir, Andaman and Nicobar Island and Lakshadweep. Similarly, for capacity above 10 kW and up to 100 kW, the benchmark cost is ₹48 (~$0.67)/kW for states not under special category and ₹53 (~$0.74)/kW for special category states. The benchmark cost for capacity above 100 kW and up to 500 kW is ₹45 (~$0.63) for other than special category states and ₹50 (~$0.70) for special category states.
