					</table>The U.S. clean energy sector lost 36,949 jobs in 2025, reversing four consecutive years of employment growth, according to <a href="https://e2.org/" target="_blank" rel="noopener">E2</a>&#8216;s Clean Jobs America 2026 analysis.
The job losses mark the first annual employment decline since the pandemic-driven economic crisis. The jobs lost during the year were equivalent to nearly 40% of the new positions <a href="https://www.mercomindia.com/clean-energy-jobs-in-us-touch-3-5-million-in-2024-report?" target="_blank" rel="noopener">created</a> in 2024.
The employment contraction affected most major clean energy sectors, with energy efficiency recording the largest absolute decline. Employment in the sector declined by 21,443 jobs, ending 2025 with approximately 2.36 million workers.
Employment in renewable generation fell by 11,584 jobs, to 557,725. Jobs in the clean vehicle sector fell by 9,619, to 388,415.
Storage and grid modernization bucked the broader decline, adding 5,346 jobs during the year. Employment in the segment increased to 173,388.
Biofuels also registered a marginal increase, adding 350 jobs to reach 42,270.
The decline in clean energy employment came alongside a broader contraction in the U.S. energy workforce. The Department of Energy estimated that the country&#8217;s overall energy sector employed 8.4 million workers in 2025 and lost approximately 86,000 jobs during the year.
Clean energy accounted for roughly 43% of the total energy sector job losses.
Despite the contraction, clean energy remained the largest segment of the U.S. energy workforce, with more than 3.5 million jobs. E2 said oil and gas companies employed approximately 958,000 workers, while coal and nuclear companies employed 125,000 and 70,000, respectively, in 2025.
Clean energy employment also remained 16% above 2020 levels. However, the report notes that the sector&#8217;s recent trend of adding around 100,000 or more jobs annually appears to have ended.
State-Level Employment
Clean energy employment declined across 35 states during 2025, although the losses were concentrated in some of the country&#8217;s largest clean energy job markets.
The five states recording the largest declines accounted for approximately 82% of the nationwide net job loss. Four were among the 10 states with the largest clean energy workforces.
California recorded the largest decline, losing 20,655 clean energy jobs, or 3.7%. The state&#8217;s losses accounted for more than half of the nationwide net decline.
Illinois lost 2,958 clean energy jobs, representing a 2.2% decline, while Maryland lost 2,395 jobs, or 2.8%. Massachusetts recorded a decline of 2,212 jobs, or 1.7%, and Michigan lost 1,926 jobs, or 1.5%.
Florida led clean energy employment growth among states, adding 3,801 jobs, an increase of 2.1%. Georgia added 830 jobs, followed by Iowa with 797, New Mexico with 754, and Idaho with 518.
New Mexico recorded the highest percentage growth among the five leading states at 5.4%. Florida added more clean energy jobs than the next four highest growth states combined.
Project Cancellations
The employment decline coincided with a significant increase in clean energy project cancellations and downsizing.
According to E2, companies canceled or downsized 142 clean energy manufacturing, generation, and storage projects during 2025. The projects represented $57.8 billion in planned investment.
The canceled or downsized projects were expected to create about 84,400 jobs. These positions are separate from the 36,949 existing clean energy jobs lost during 2025 and are not included in the Department of Energy employment figures.
Combining the actual employment decline with the jobs associated with canceled projects results in more than 120,000 existing and planned positions affected, according to E2.
E2 linked the reversal in employment and project activity to changes in federal support for clean energy and electric vehicles that began in January 2025 under the Trump administration and Congress.

Developers sought to qualify clean energy projects before the July 4, 2026, construction-eligibility deadline under the One Big Beautiful Bill Act. The announced projects in Q1 2026 represented $18.33 billion in investment, 45,433 construction jobs, and 1,440 operational jobs. Solar led with 28 projects, totaling 5.27 GW of capacity and $7.3 billion in investment. It was followed by nine solar-plus-storage projects totaling 4.37 GW and $6.66 billion in investment. Clean energy jobs grew 2.8% in 2024, adding nearly 95,697 new jobs, outpacing the rest of the U.S.’s employment rate by three times.
On a per-capita basis, clean energy jobs account for a significant share of the workforce nationwide, with an average of more than 2,200 jobs per 100,000 workers.
The clean energy sector accounted for 8% of all new energy jobs added in 2024.
It also accounted for 42% of nationwide employment in the energy and motor vehicle sectors.
Approximately 60% of all clean energy occupations, totaling 2.2 million jobs, are in the construction and manufacturing sectors. These include jobs involved in manufacturing solar components and building solar power projects.
According to the report, the South led clean energy job growth in 2024 with 41,000 new jobs, followed by the West and Northeast with over 22,000, and the Midwest with 4,000.

California led the nation with more than 550,000 clean energy workers, followed by Texas (281,000), Florida (184,000), and New York (180,000). Illinois, Michigan, Massachusetts, Ohio, North Carolina, Pennsylvania, and Virginia generated at least 100,000 clean energy jobs.
Solar and Wind
The solar sector led as the largest employer in the renewable energy generation sector with 370,000 jobs in 2024.
Onshore wind followed with nearly 132,000 jobs, concentrated in utility operations, construction, and supply chain.
Energy Storage
Among jobs in batteries, smart grids, and electric vehicle (EV) charging, clean storage technologies led with more than 93,000 jobs, followed by the smart grids sector with over 27,000 jobs.
At the start of 2025, the U.S. had added over 168,000 workers in the storage and grid sector.
Battery storage dominated clean storage employment, with nearly 79,000 workers, followed by 9,800 workers in pumped hydro storage.
On the grid side, apart from smart grids, microgrids led the job generation, totaling 21,500 jobs.
Battery storage alone supported more than 41,000 construction and 14,000 manufacturing jobs.
Employment in storage and grid modernization grew by over 23% by the end of 2024.  Battery storage jobs expanded by over 20%, while EV charging employment shot up nearly 38% in just four years.
The country’s west and south were the largest employers in the storage and grid modernization sector, adding 55,900 and 55,600 jobs, respectively.
California and Texas lead in both clean storage and grid modernization jobs, reflecting large-scale integration of renewables and EV infrastructure.
Clean Vehicle Sector
The clean vehicle sector employed 400,000 workers across the electric, hybrid, and hydrogen vehicle sectors in 2024.
Hybrid EVs remained the largest segment in terms of job additions, with more than 161,000 jobs, followed closely by EVs at 148,000. Plug-in hybrids supported over 70,000 jobs, while hydrogen and fuel-cell vehicles employed more than 18,000 workers.
In the clean vehicle sector, the South (122,800 jobs) and the Midwest (122,200 jobs) lead in employment, followed by the West (100,000 jobs) and the Northeast (53,000 jobs).
Despite strong long-term growth since 2020, all regions experienced modest declines in 2024, with the Midwest experiencing the most significant drop (-4.6%).
California led with more than 70,000 jobs, supported by manufacturing and adoption incentives. Michigan, Ohio, and Tennessee also remained major hubs due to their existing auto industry supply chains.
Outlook
At the start of 2025, the clean energy sector was expected to remain the fastest-growing segment of the U.S. economy.
Jobs as wind turbine technicians and solar installers are projected to be among the fastest-growing occupations in the U.S., according to the US Bureau of Labor Statistics.
However, it noted that recent policy changes surrounding the energy sector could put a strain on the continued growth of clean energy jobs in the U.S.
The report noted that, according to a separate research by E2, in the first half of 2025, companies canceled major clean energy-related factories and projects valued at more than $22 billion in the U.S. The policy changes also eliminated 16,500 previously announced jobs in the clean energy sector.
The same report by E2 also noted that the policy changes are placing U.S. workers and businesses at a competitive disadvantage in the global clean energy marketplace, which is on track to reach $2.2 trillion by 2025.
According to another report by E2, businesses in the U.S. have <a href="https://www.mercomindia.com/14-billion-clean-energy-investments-cancelled-in-us-in-2025" target="_blank" rel="noopener">canceled</a> or delayed over $14 billion in investments in clean energy and clean vehicle factories since January 2025, due to rising concerns surrounding the future of federal clean energy tax credits and policy.

					</table>Businesses in the U.S. have canceled or delayed over $14 billion in investments in clean energy and clean vehicle factories since January this year due to rising fears surrounding the future of federal clean energy tax credits and policy, according to the latest analysis of clean energy projects tracked by <a title="https://e2.org/" href="https://e2.org/" target="_blank" rel="noreferrer noopener">E2</a>.
Companies canceled $4.5 billion in investments in new battery, electric vehicle, and wind projects in April alone. These cancellations occurred before the U.S. House’s passage of a massive tax and spending package, known as the “One Big Beautiful Bill Act,” that could kill federal clean energy tax credits.
E2 also tracked an additional $1.5 billion in newly found canceled projects from the previous months.

Republican congressional districts benefited the most from the clean energy tax credits passed in 2022. Through April, Republican congressional districts hosted over 61% of all clean energy projects, 72% of all the jobs, and 82% of all the investments.
These districts are experiencing the highest number of job cancellations, with over $12 billion and more than 13,000 jobs eliminated as of now.
However, E2 said companies continue to invest in the U.S.’s clean economy potential despite the rising cancellations.
In April, businesses announced nearly $500 million in investments for new solar, electric vehicles, and grid and transmission equipment factories across six states. These investments include a $400 million investment by Corning to expand a solar wafer factory in Michigan, which is expected to create 400 new jobs.
Another major investment is from a Canadian solar equipment manufacturer, valued at $9.3 million, for a new plant in North Carolina.
Seven projects were announced in April. These projects, when combined, are expected to create approximately 3,000 jobs upon completion.
E2 said April’s project announcements increase the overall energy projects it is tracking to 390 across 42 states and Puerto Rico. Companies said they target investing roughly $132 billion in the projects and hiring 123,000 permanent workers. However, these numbers reflect ongoing revisions and updates.
A total of 45 announced projects have been canceled, closed, or downsized since the U.S. Congress passed the federal clean energy tax credits in August 2022. The abandoned projects encompassed nearly 20,000 jobs and $16.7 billion in investments.

“If the tax plan <a href="https://www.mercomindia.com/us-clean-energy-tax-credits-at-risk" target="_blank" rel="noopener">passed</a> by the House last week becomes law, expect to see construction and investments stopping in states across the country as more projects and jobs are canceled. Businesses are now counting on Congress to come to its senses and stop this costly attack on an industry that is essential to meeting America’s growing energy demand and that’s driving unprecedented economic growth in every part of the country,” said Michael Timberlake, Communications Director, E2.
“Now is not the time to raise taxes on clean energy and compound the business uncertainty that is clearly taking a greater and greater toll on U.S. manufacturing and jobs,” he said.
The budget reconciliation bill proposes significant changes that could severely undercut the clean energy sector. If passed in its current form, it would undo many of the long-term tax credit policies that have driven investment and growth in solar, wind, and storage projects.
