					</table><p>The Tamil Nadu Cements Corporation (<a href="http://www.tancem.in/" target="_blank" rel="noopener">TANCEM</a>) has invited bids from consultants to prepare a detailed project report (DPR) to install a 20 MW solar power project at Alangulam Cement Works in Virudhnagar district.</p>
<p>The last date to submit the bids is February 19, 2024. Bids will be opened on the same day.</p>
<p>Bidders must furnish an earnest money deposit of ₹10,000 (~$120).</p>
<p>TANCEM plans to meet the energy requirement of its Alangulam cement plant, with a production capacity of 200,000 tons of cement per annum, with the solar project.</p>
<p>The selected bidder will be tasked with the preparation of a DPR for the installation of the solar project within 30 days from the date of the work order being issued.</p>
<p>The scope of work includes a techno-economic feasibility study, which will outline the feasibility of the land site, the technical feasibility of the solar project at proposed locations, the technical assessment of land, utilities, and technology, and the financial viability of the project.</p>
<p>Only Indian firms that are in operation for at least three years are eligible to submit the tenders.</p>
<p>The eligible bidders must have an average turnover of ₹3 million ($36,144) in the last three financial years. They should also demonstrate experience in project management of ground-mounted solar projects with more than 20 MW capacity, with either one project of ₹4 million ($48,192) or two similar projects of a minimum of ₹2.5 million ($30,120) each.</p>
<p>Only bidders with a net worth reflecting positive growth in the last three years are eligible to participate in the tender.</p>
<p>Last July, the Cement Corporation of India <a href="https://www.mercomindia.com/cement-corporation-india-bids-1-mw-solar-projects-assam" target="_blank" rel="noopener">invited</a> bids to install and commission 1MW of grid-connected solar projects at its Bokajan factory in Assam.</p>

Tamil Nadu Cements Corporation Floats Consultancy Tender for 20 MW Solar Project

					</table><p><a href="https://powerandenergyconsultants.com/" target="_blank" rel="noopener">Power and Energy Consultants</a> India, an energy sector consultancy service company, has been awarded the consultancy contract by <a href="https://tuscoltd.co.in/" target="_blank" rel="noopener">TUSCO</a> to prepare a feasibility-cum-detailed project report for an 800 MW ultra-mega solar power park in Chitrakoot, Uttar Pradesh.</p>
<p>The company quoted ₹4.99 million (~$60,848) to bag the order.</p>
<p>TUSCO, a joint venture company of THDC India and the Uttar Pradesh New and Renewable Energy Development Agency, <a href="https://www.mercomindia.com/tusco-consultancy-tender-solar-park" target="_blank" rel="noopener">floated</a> the tender for consultancy in March this year.</p>
<p>The tender received technical bids from four companies, of which only two qualified for financial evaluation, and the contract was awarded to Power and Energy Consultants.</p>
<p><a href="https://www.tuvsud.com/en-in/locations/asia/india/bangalore-/peenya-industrial-estaste" target="_blank" rel="noopener">TUV SUD South Asia</a> was the other company that qualified for the financial round.</p>
<p>Power and Energy Consultants must submit the feasibility-cum detailed project report within three months from the effective date of the project, i.e., August 11, 2023.</p>
<p>Any delay attributable to the consultant beyond the scheduled completion period of the entire work will attract liquidated damages at 0.5% of the contract value per week, subject to a maximum of 10% of the contract value.</p>
<p>The broad scope of service consists of preparing the detailed project report for developing an 800 MW solar power park comprising both technical and commercial analysis to understand the attractiveness, feasibility, risks, and mitigation plans related to setting up the solar park.</p>
<p>The area of the proposed project will be about 4,000 to 4,500 acres.</p>
<p>The agency should use information gathered from quarries, unlined wells, and cuttings from nearby areas. They must also gather data regarding the removal of overburden by excavation, erosion, or landslides in the area. Similarly, data regarding recent fills should also be studied to determine the fill&#8217;s characteristics and the original strata.</p>
<p>Additionally, the firm should provide an initial feasibility report to understand the business model for the proposed renewable energy park. The feasibility report should include the business model possible for the renewable energy park, regulatory approvals, proposed buyer of electricity generation, and probable buyer for signing the power sale agreement.</p>
<p>The detailed project report will include the technical and financial parameters for developing the solar park.</p>
<p>In February this year, TUSCO <a href="https://www.mercomindia.com/tusco-consultancy-600-mw-solar-projects-uttar-pradesh" target="_blank" rel="noopener">invited</a> bids to select an environmental and social impact assessment consultant to develop 600 MW of solar power projects in the Jhansi district of Uttar Pradesh.</p>
<p>Earlier, TUSCO had <a href="https://www.mercomindia.com/tusco-invites-bids-for-consultants-for-floating-solar-projects" target="_blank" rel="noopener">invited</a> bids to appoint a consultant to prepare pre-feasibility and detailed project reports for the development of floating solar power projects in Uttar Pradesh.</p>

					</table><p>Assam Gas Company (<a href="https://assamgas.org/" target="_blank" rel="noopener">AGCL</a>) has invited bids to select a consultant to conduct the feasibility study for a proposed agrivoltaic solar power project at Sadiya in the Tinsukia district and submit the pre-feasibility report and the detailed project report for the project.</p>
<p>The consultant must conduct a detailed study of the agricultural aspects as part of the project and recommend the best feasible option on agricultural aspects along with the financial analysis and the solar power capacity in the detailed project report.</p>
<p>The last date to submit the bids is July 17, 2023. Bids will be opened on the same day.</p>
<p>Bidders will have to submit ₹40,000 (~$487.76) as an earnest money deposit.</p>
<p>The successful bidder must furnish an amount equivalent to 10% of the contract value as a performance bank guarantee.</p>
<p>The time for the completion of the pre-feasibility report is two months, and another two months for the completion of the detailed project report.</p>
<p>To be eligible, bidders should have completed three similar works, each costing not less than ₹600,000 (~$7,316), or two similar works, each costing not less than ₹800,000 (~$9,755), or one similar work costing not less than ₹1 million (~$12,194) during the last seven years.</p>
<p>Also, the bidder should have executed similar works for solar power projects in India with a capacity of not less than 5 MW, out of which at least one project should be grid-interactive with more than 20 MW capacity during the last seven years.</p>
<p>If the work is not completed within the stipulated time, the agency will be liable to pay liquidated damages at 0.5% of the contract value per day of delay, subject to a maximum of 5% of the contract value for that individual phase of work.</p>
<p>AGCL will provide a purchase preference to micro and small enterprise (MSE) bidders. If the participating MSE quotes a price within the price band of L1 + 15%, they will be considered for the award of the contract by bringing down their price to the L1 price in a situation where the L1 price is from someone other than an MSE.</p>
<p>In March this year, the Assam Cabinet <a href="https://www.mercomindia.com/assam-approves-620-mw-renewable-energy-projects" target="_blank" rel="noopener">gave</a> in-principle approval for setting up 620 MW of renewable energy projects under a joint venture between the Assam Power Generation Corporation and Oil India. The projects include three agrivoltaic projects with a cumulative capacity of 250 MW.</p>
<p>Earlier, the Assam Power Distribution Company had <a href="https://www.mercomindia.com/assam-discom-procure-200-mw-solar" target="_blank" rel="noopener">invited</a> bids to procure 200 MW of power from solar projects to be developed in Assam.</p>

<p>The last date to submit the bids online is June 1, 2023. Bids will be opened on the same day.</p>
<p>Bidders must submit ₹683,000 (~$8,321) as an earnest money deposit. The successful bidder must furnish an amount equivalent to 10% of the total contract value as a performance bank guarantee within ten days of the issuance of the letter of award.</p>
<p>The period of the rate contract for consultancy work will be for 12 months from the letter of intent.</p>
<p>The location details for the floating solar park will be shared upon finalization of the tender with the successful bidder.</p>
<p>The feasibility study is required to identify the techno-commercial project site for the park.</p>
<p>A detailed project report is required to study identified and selected projects based on the feasibility study.</p>
<p>Bidders should have completed a feasibility study and prepared a detailed project report for floating solar projects with a cumulative capacity of 100 MW in the last seven years in India.</p>
<p>Also, the firm should have an average annual turnover of ₹67.5 million (~$822,400) during the last three financial years.</p>
<p>Bidders should furnish details with supporting documents regarding their experience, capability, and resourcefulness in the technical bid.</p>
<p>Any delay that may take place in the consultancy services for subject work beyond the contractual cut-off date will be subjected to a penalty at the rate of 0.5 % of the total contract price per week or part thereof, subject to a maximum of 10% of the total contract value.</p>
<p>In August last year, GSECL <a href="https://www.mercomindia.com/consultancy-tender-floating-solar-projects-gujarat" target="_blank" rel="noopener">invited</a> bids from consultants for a detailed feasibility report and project management consultancy services to set up floating solar projects at various locations in the state for two years.</p>
<p>Earlier, GSECL had <a href="https://www.mercomindia.com/consultancy-tender-25-solar-projects-gujarat" target="_blank" rel="noopener">issued</a> an e-tender inviting consultancy services to verify the designs and drawings of 25 solar photovoltaic projects.</p>

Agro</a>) has invited bids to engage a consultancy firm to prepare a detailed project report for a 5 MW ground-mounted solar power project in Madhya Pradesh.</p>
<p>The last date to submit the bids is August 4, 2022. Bids will be opened the following day.</p>
<p>Bidders must submit a bid document fee of ₹10,000 (~$124.96) and an amount equivalent to ₹200,000 (~$2,510) as an earnest money deposit.</p>
<p>The successful bidder should submit a performance guarantee equivalent to 1% of the contract value before executing the contract agreement. The bank guarantee will be valid for 12 months from the date of execution of the agreement, plus a two-month claim period after that.</p>
<p>The detailed project report must be submitted within seven weeks of commencement of the project outlining the factors and areas considered for technical cum financial feasibility study, likely rate of return, necessary funding details, calculation of energy yield at site, interconnectivity, and regulatory roadmap.</p>
<p>The bidder must have experience working with government agencies, state nodal agencies, and public sector undertakings. They must have completed at least one similar solar consultancy project of a minimum 5 MW capacity.</p>
<p>The bidder should have a valid ISO 9001 certification.</p>
<p>The bidder must have a team of at least ten full-time employees engaged in the solar energy sector in advisory or consultancy roles. Consortiums, associations, and sub-contracting are not allowed to bid for this tender.</p>
<p>The bidder should be registered with appropriate statutory authorities as required under the law.</p>
<p>The cumulative turnover of the bidder should be ₹100 million (~$1.26 million) in the last three financial years. Also, the bidder should have a positive net worth for the last three financial years.</p>
<p>The bidder as a joint venture would not be eligible to participate in the bidding process.</p>
<p>In May this year, Municipal Corporation Bhopal <a href="https://mercomindia.com/consultancy-tender-20-mw-solar-bhopal/" target="_blank" rel="noopener">invited</a> bids from consultants to provide consultancy services to set up 20 MW of solar projects to supply power to its high tension (HT) consumers.</p>

Consultancy Tender Floated for a 5 MW Solar Project in Madhya Pradesh

<p>Bundelkhand Saur Urja Limited (<a href="https://www.bsulindia.com/" target="_blank" rel="noopener noreferrer">BSUL</a>), a joint venture of <a href="http://www.nhpcindia.com/home.aspx" target="_blank" rel="noopener noreferrer">NHPC Limited</a> and the Uttar Pradesh New and Renewable Development Agency (<a href="http://upneda.org.in/" target="_blank" rel="noopener noreferrer">UPNEDA</a>), has issued a tender for consultants to create a detailed project report (DPR) for a 1.2 GW solar park in Jalaun, Uttar Pradesh.</p>
<p>Interested bidders are expected to make an earnest money deposit (EMD) of ₹76,000 (~$1,022). The last date for submitting bids is November 16, 2020.</p>
<p>The scope of work includes preparing feasibility reports, a detailed project report, providing basic and detailed engineering services, conducting wind and solar resource assessments, estimating energy yield, and optimizing plot sizing and layouts as the owner’s engineer.</p>
<p>To be eligible to take part in the competitive bidding process, applicants must have prior experience providing consultancy services to develop a renewable energy park. The solar, wind, or solar-wind hybrid park must have been at least 500 MW in size.</p>
<p>They must have also been a consultant for at least 1 GW of similar work cumulatively in the last five years. They are also expected to have had an average annual turnover of at least ₹50 million (~$672,604) in the last three financial years with a net worth of at least 10% of this amount.</p>
<p>Last year, UPNEDA had <a href="https://mercomindia.com/uttar-pradesh-new-500-mw-solar-tender/" target="_blank" rel="noopener noreferrer">issued</a> a request for proposal for the procurement of 500 MW of power from grid-connected solar PV projects. However, the tender was <a href="https://mercomindia.com/maharashtra-solar-tender-undersubscribed/" target="_blank" rel="noopener noreferrer">undersubscribed</a> by 268 MW. A source told Mercom that the non-availability of adequate evacuation facilities in the Bundelkhand region could have been a reason for the lack of interest from developers.</p>
<p>More recently, NHPC Limited <a href="https://mercomindia.com/nhpc-issues-epc-tender-solar-projects/" target="_blank" rel="noopener noreferrer">floated</a> a tender for the engineering, procurement, and construction of 65 MW of solar projects at the Parasan village in the Jalaun district of Uttar Pradesh.</p>
<p>According to Mercom’s India Solar <a href="https://mercomindia.com/product/india-solar-tender-tracker/" target="_blank" rel="noopener noreferrer">Tender Tracker</a>, about 14 tenders have been announced inviting consultants for  3.8 GW of solar projects and parks.</p>

Consultancy Services Tender Announced for a 1.2 GW Solar Park in Uttar Pradesh

<p>The <a href="https://www.aai.aero/" target="_blank" rel="noopener">Airports Authority of India (AAI</a>) is looking for a consultant to prepare a detailed project report (DPR) for a 4 MW ground mounted solar PV project proposed at Trichy airport.</p>
<p>The last date for the submission of bids is February 12, 2019.The technical bids will open on February 13, 2019 while the financial bids will open on February 18, 2019.</p>
<p>To be eligible for the services, an agency should have successfully installed or provided consultancy services for at least one grid connected solar PV project of 4 MW or above during the last seven years.</p>
<p>It should also have annual average financial turnover of at least ₹1,50,000(~$2,104.80) against the works executed during last three years.</p>
<p>The estimated cost of the consultancy service is ₹5,00,000(~$7,016.00) and the duration for completing the work is two months.</p>
<p>The AAI, which comes under the Ministry of Civil Aviation, is a statutory authority responsible for the creation, management, and upgradation of civil aviation infrastructure in India.</p>
<p>The AAI is seeking to use solar as a low-cost and renewable source of power to fuel operations at various airports across India.</p>
<p>A <a href="https://mercomindia.com/aai-epc-tender-4-mw-solar-odisha/" target="_blank" rel="noopener">few weeks ago</a>, it issued an engineering, procurement, and construction (EPC) tender to develop a 4 MW grid-connected solar project at the Biju Patnaik International Airport in Bhubaneshwar.</p>
<p><a href="https://mercomindia.com/aai-tender-1-mw-solar-vijayawada-airport/" target="_blank" rel="noopener">Recently</a>, AAI issued a tender for electrical work of 1 MW solar project at Vijayawada airport.</p>
<p><a href="https://mercomindia.com/aai-tenders-karnatakas-hubballi-airport/" target="_blank" rel="noopener">In November 2018</a>, AAI tendered an 8 MW grid-connected solar PV project at Hubballi airport in Karnataka. In the <a href="https://mercomindia.com/aai-tender-1-mw-solar-hyderabad-airport/" target="_blank" rel="noopener">same month</a>, AAI tendered a 1 MW grid-connected solar PV project at Begumpet airport in Hyderabad.</p>
<p><a href="https://mercomindia.com/aai-epc-pv-varanasi-airport/" target="_blank" rel="noopener">In April 2018</a>, AAI had issued another EPC tender for a 1.2 MW grid-connected solar PV project at the Lal Bahadur Shastri International Airport (LBSI) in Varanasi, Uttar Pradesh.</p>
<p>Moreover, in <a href="https://mercomindia.com/sterling-wilson-develop-9-9-mw-grid-connected-solar-at-cochin-airport/" target="_blank" rel="noopener">January 2018,</a> CIAL Infrastructures Ltd. concluded the bidding process for the development of 9.9 MW of grid-connected solar projects at Cochin airport. <a href="https://mercomindia.com/rooftop-solar-ahmedabad-airport/" target="_blank" rel="noopener">That</a> same month, a 700 kW rooftop solar PV project was nearing completion at the Ahmedabad airport, and the power generated by that project was expected to be used for captive consumption at the airport.</p>
<p>In <a href="https://mercomindia.com/grid-connected-commissioned-kolkata-international-airport/" target="_blank" rel="noopener">December 2017</a>, a 15 MW grid-connected solar PV project was inaugurated at the Netaji Subhas Chandra Bose International (NSCBI) Airport in Kolkata, West Bengal.</p>
