					</table><p>SJVN Green Energy (SGEL), a wholly owned subsidiary of <a href="https://sjvn.nic.in/" target="_blank" rel="noopener">SJVN</a>, has invited bids for developing grid-connected solar power projects of a cumulative capacity of 18 MW at four different locations at Bhakra Beas Management Board (<a href="https://bbmb.gov.in/index.htm" target="_blank" rel="noopener">BBMB</a>), including three years of comprehensive operation and maintenance.</p>
<p>The last date for the submission of bids is November 7, 2023. Bids will be opened the same day.</p>
<p>The scope of the work includes design, engineering, supply, erection, testing, and commissioning of the solar power projects.</p>
<p>Bidders must pay ₹5,000 (~$60.05) +18% GST as the bid document fee.</p>
<p>Bidders must also furnish ₹23 million (~$276,268) as an earnest money deposit (EMD).</p>
<p>The projects will supply power according to SGEL’s Power Purchase Agreement (PPA) with BBMB.</p>
<p>The cumulative capacity project is earmarked for installation at four locations within the BBMB. These locations are as follows:</p>
<p><strong><em>Unit-1</em></strong> comprises a solar project capacity of 10 MW and is situated at the juncture of opposite sector 3, GT Road, Talwara-Mukerian Road, and the land adjoining the office of Chief Engineer Beas Dam in Talwara, Punjab. The designated area for the solar project spans 43.62 acres.</p>
<p><strong><em>Unit-2</em></strong> entails a solar project capacity of 4 MW and is positioned on the counter-toe weight land, Pong Dam, BBMB, Himachal Pradesh. This installation area covers 18.72 acres.</p>
<p><strong><em>Unit-3</em></strong> will have a solar project capacity of 2 MW and is strategically located near the bypass tunnel T1-T2 at Pong Dam, Himachal Pradesh. The available land for this solar project encompasses 8.5 acres.</p>
<p><strong><em>Unit-4</em></strong> encompasses a solar project capacity of 2 MW and is situated in Village Neilla, Bhakra Dam, District Bilaspur, Himachal Pradesh, with a land area of 8.65 acres allocated for solar installation.</p>
<p>The bidder must meet the following qualifications during the seven years leading up to the month before the issuance of this tender:</p>
<p>The bidder should have experience designing, supplying, erecting, or supervising the erection, commissioning, and developing solar photo voltaic grid-connected power projects with a cumulative installed capacity of 10 MW or more.</p>
<p>This should include at least one project with a capacity of 4 MW or more, and this reference project must have been in successful operation for a minimum of three months.</p>
<p>Alternatively, the bidder should have completed an industrial project in the sectors of power, steel, oil and gas, petrochemical, fertilizer, cement, coal mining (including coal handling project), or any other process industry with a value of at least ₹345 million (~$4.1 million) in a single project or work.</p>
<p>This project should have been in operation for at least six months.</p>
<p>The bidder should have also executed at least one electrical substation with a 33 kV or higher voltage level. This sub-station should include equipment like 33kV or above voltage level circuit breakers and power transformers, and it should have been in successful operation for at least six months before the month preceding the issuance of this tender. These works can be part of the same or different projects.</p>
<p>The bidder should have an annual average turnover for the last three financial years, concluding on March 31 of the most recent financial year, amounting to at least ₹345 million (~$4.1 million).</p>
<p>The net worth of the bidder must be positive in the immediately preceding financial year and should also be positive in two out of the three financial years leading up to the preceding financial year.</p>
<p>In August, SJVN Green Energy <a href="https://www.mercomindia.com/sjvn-bags-contract-320-mw-solar-projects-assam" target="_blank" rel="noopener">won</a> the contract to develop three solar power projects with a cumulative capacity of 320 MW from APDCL. The estimated cost of the projects is ₹19 billion (~$229.87 million).</p>

SJVN Floats Tender for 18 MW Solar Projects in Punjab and Himachal Pradesh

					</table><p>SJVN Green Energy, a wholly-owned subsidiary of <a href="https://sjvn.nic.in/" target="_blank" rel="noopener">SJVN</a>, has signed a power purchase agreement (PPA) with the Bhakra Beas Management Board (<a href="https://bbmb.gov.in/index.htm" target="_blank" rel="noopener">BBMB</a>) for 18 MW solar projects at a tariff of ₹2.63 (~$0.032)/kWh.</p>
<p>The projects will be developed on four identified land parcels of BBMB in Himachal Pradesh and Punjab and are scheduled to be commissioned by August 2024.</p>
<p>The projects will generate 39.42 MU of electricity in the first year of operation and 917 MU of cumulative energy generation over 25 years.</p>
<p>Over the 25-year PPA period, the projects are expected to reduce 44,923 tons of carbon emissions.</p>
<p>The tender for the project was initially <a href="https://www.mercomindia.com/bids-invited-18-mw-solar-projects-punjab-and-himachal-pradesh" target="_blank" rel="noopener">floated</a> by the Punjab Energy Development Agency (<a href="https://www.peda.gov.in/" target="_blank" rel="noopener">PEDA</a>) in December 2022, which was later extended twice due to lack of participation.</p>
<p>Since SJVN was the sole participant, a decision was sought from BBMB to proceed with the bidding process. BBMB granted its approval, and SJVN Green Energy was declared the successful bidder.</p>
<p>According to Mercom sources, following this approval, the rate negotiations between the parties took a long time, which was the main reason for the delay in signing the PPA.</p>
<p>SJVN is required to sign a rent agreement with the BBMB for the land parcels for 27 years, i.e., 25 years of the agreement, 13 months of installation, and six months for vacating the land.</p>
<p>PEDA has mandated the projects&#8217; declared capacity utilization factor (CUF) to be not less than 21%. SVN Green Energy is required to maintain generation to achieve annual CUF within + 10% and -15% of the declared value until the end of ten years, subject to the CUF remaining at a minimum of 19% and within +10% and -20% of the declared value of the CUF after that until the end of 25 years.</p>
<p>SJVN plans to install over 10 GW of renewable energy capacity in the next three years and achieve the target of 25 GW by 2030 and 50 GW by 2040.</p>
<p>Recently, SJVN Green Energy <a href="https://www.mercomindia.com/sjvn-bags-contract-320-mw-solar-projects-assam" target="_blank" rel="noopener">won</a> the contract to develop three solar power projects of a cumulative capacity of 320 MW from Assam Power Distribution Corporation. The estimated cost of the projects is ₹19 billion (~$229.87 million).</p>
<p>Earlier, SJVN Green Energy had <a href="https://www.mercomindia.com/sjvn-bags-%e2%82%b970-billion-contract-1-2-gw-solar-projects" target="_blank" rel="noopener">received</a> the letter of intent from the Punjab State Power Corporation to develop 1,200 MW of solar power projects. The company will develop 1,000 MW of solar projects anywhere in the country, and the balance of 200 MW will be developed in Punjab.</p>

					</table><p>Bhakra Beas Management Board (<a href="https://bbmb.gov.in/index.htm" target="_blank" rel="noopener">BBMB</a>) has invited bids to install and commission 11.5 MW of grid-connected solar power projects along with the associated transmission system in the Bhiwani and Hisar districts of Haryana.</p>
<p>BBMB is a statutory body constituted to manage the water and power supply from Bhakra Nangal and Beas Projects to the states of Punjab, Haryana, Rajasthan, Himachal Pradesh, and Chandigarh.</p>
<p>The successful bidder will also have to take care of the project’s operation and maintenance for five years, extendable for another five years.</p>
<p>The projects will be developed at the 400 kV substation in Bhiwani (10 MW) and at the 220 kV substation in Hisar (1.5 MW).</p>
<p>The last date to submit the bids is April 10, 2023. Bids will be opened on the same day.</p>
<p>Bidders will have to submit ₹3.91 million (~$47,293) as an earnest money deposit.</p>
<p>Bidders should have experience as an engineering, procurement, and construction (EPC) contractor or a developer in executing ground-mounted, floating, or canal-top solar projects. This must include installing and commissioning grid-connected solar power projects of a cumulative capacity of less than 10 MW in the last seven years.</p>
<p>Such a project should have been operational for at least six months before the bid submission date.</p>
<p>Bidders should have executed ground-mounted, floating, or canal-top solar projects, including installing and commissioning at least one grid-connected solar power project with a 3 MW or above capacity in the last seven financial years.</p>
<p>Such a project should have been operational for at least six months before the bid submission date.</p>
<p>Bidders should have a minimum average annual turnover of at least ₹150 million (~$1.81 million) as of the last day of the previous financial year. Their net worth should be positive.</p>
<p>Sub-letting the work is not allowed under the terms of the tender.</p>
<p>Solar modules to be used for the project must be procured from the Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy.</p>
<p>Also, bidders must take note of the Basic Customs Duty trajectory while quoting for the project.</p>
<p>In 2021, the Punjab Energy Development Agency had <a href="https://mercomindia.com/bids-invited-18-mw-solar-projects-punjab-and-himachal-pradesh/" target="_blank" rel="noopener">invited</a> bids for a cumulative capacity of 18 MW of grid-connected solar power projects at four locations of BBMB on a build, own, and operate basis.</p>

Bhakra Beas Board Invites Bids for 11.5 MW of Solar Power Projects

<p>The Punjab Energy Development Agency (<a href="https://peda.gov.in/" target="_blank" rel="noopener">PEDA</a>) has invited bids for a cumulative capacity of 18 MW of grid-connected solar power projects at four locations of the Bhakra Beas Management Board (<a href="https://bbmb.gov.in/index.htm" target="_blank" rel="noopener">BBMB</a>) on a build, own, and operate basis.</p>
<p>The successful bidder will be responsible for supplying power to the BBMB as per the terms and conditions of the power purchase agreement (PPA).</p>
<p>The details of the projects are given below:</p>

<p>The last date to submit the bids is December 30, 2021. Bids will be opened on December 31.</p>
<p>Bidders will have to pay ₹500,000 (~$6,615)/MW as an earnest money deposit. The successful bidder will have to furnish an amount of ₹1 million (~$13,231)/MW as a performance bank guarantee.</p>
<p>The solar projects are to be commissioned within 13 months from the date of the signing of the PPA.</p>
<p>The bidder should only use modules listed in the Approved List of Models and Manufacturers (ALMM) issued by the Ministry of New and Renewable Energy.</p>
<p>The successful bidder has to set up the solar project on the land of BBMB. The developer will have to sign a rent agreement with the BBMB for 27 years, i.e., 25 years of the agreement, 13-month installation, and six months for land vacation. BBMB will provide land to the solar developer at a rent of ₹100 (~$1.32)/acre annually.</p>
<p>The bidder should have installed and commissioned at least one grid-connected project with a capacity of 5 MW or higher, which should have been in operation for at least one year before the bid submission date.</p>
<p>The bidder should deploy commercially successful and operational technology wherein at least one project of the proposed technology should have been in operation for at least one year before the bid submission date.</p>
<p>The bidder’s net worth should be equal to or greater than ₹7 million (~$92,618)/MW of the quoted capacity, as on the last date of the previous financial year.</p>
<p>The declared capacity utilization factor (CUF) should not be less than 21%. The developer should maintain generation to achieve annual CUF within + 10% and -15% of the declared value until the end of ten years, subject to the CUF remaining at a minimum of 19% and within +10% and -20% of the declared value of the CUF after that until the end of 25 years.</p>
<p>In September last year, PEDA, on behalf of the BBMB, <a href="https://mercomindia.com/tender-grid-connected-solar-power-punjab/" target="_blank" rel="noopener">invited</a> bids to develop a 2 MW grid-connected ground-mounted solar power project.</p>
<p>According to Mercom’s <a href="https://mercomindia.com/product/india-solar-tender-tracker/" target="_blank" rel="noopener">India Solar Tender Tracker</a>, PEDA has issued tender for 335 MW of solar projects to date.</p>

Bids Invited for 18 MW of Solar Projects in Punjab and Himachal Pradesh

<p>The Punjab Energy Development Agency (<a href="https://www.peda.gov.in/" target="_blank" rel="noopener">PEDA</a>) has invited online applications from consultants to provide project monitoring services for the upcoming renewable energy projects in the state. The projects will be developed on a build, own, and operate basis.</p>
<p>The consultants will be required to monitor the progress of the upcoming projects allotted by PEDA to private developers and submit monthly reports to PEDA. The fee for providing such services will be paid by the private developers. The consultants have to execute the agreement with the private developers at a price negotiated between the developer and the consultant. PEDA will not be responsible for any monetary considerations.</p>
<p>The last date to submit the bids is March 31, 2021.</p>
<p>To participate in the bidding process, the bidders should be an Indian entity. They should not have been blacklisted by any government agency or public sector undertaking. The applicants should be reputed architectural, or engineering firms and have enough experience in planning, designing, and executing renewable energy projects.</p>
<p>Bidders should be financially sound and have a net worth of ₹5 million (~$68,401) per year in the last three financial years.</p>
<p>In September last year, PEDA, on behalf of the Bhakra Beas Management Board (BBMB), <a href="https://mercomindia.com/tender-grid-connected-solar-power-punjab/" target="_blank" rel="noopener">invited</a> bids to develop a 2 MW grid-connected ground-mounted solar power project at Pong Dam, BBMB Talwara in Punjab. <p>Earlier, PEDA, on behalf of BBMB, had <a href="https://mercomindia.com/tender-announced-solar-himachal-pradesh/" target="_blank" rel="noopener">issued</a> a request for selection for 2 MW of grid-connected solar power projects. The projects were to be developed at Neilla Bhakra Dam in Himachal Pradesh on a build, own, and operate basis.</p>
<p>According to Mercom&#8217;s <a href="https://mercomindia.com/product/india-solar-tender-tracker/" target="_blank" rel="noopener">India Solar Tender Tracker</a>, a total of 16 consultancy tenders have been floated by various organizations like SJVN, the Solar Energy Corporation of India, and NTPC.</p>

Renewable Energy Project Monitoring Consultants Invited to Empanel in Punjab

<p>The Punjab Energy Development Agency (<a href="https://www.peda.gov.in/" target="_blank" rel="noopener noreferrer">PEDA</a>), on behalf of the Bhakra Beas Management Board (<a href="https://bbmb.gov.in/index.htm" target="_blank" rel="noopener noreferrer">BBMB</a>), has invited bids to develop a 2 MW grid-connected ground-mounted solar power project at Pong Dam, BBMB Talwara in Punjab.</p>
<p>The project will be developed on a build, own, operate (BOO) basis on 8.5 acres of land provided by BBMB on rent. BBMB will provide land to the developer at a rent of ₹100 (~$1.36)/acre per year.</p>
<p>The last date for the submission of bids is September 28, 2020.</p>
<p>The commissioning date is set at 13 months from the date of the signing of the power purchase agreement (PPA).</p>
<p>Interested bidders will have to put down ₹500,000 (~$6,813) as the earnest money deposit (EMD) and ₹1 million (~$13,626) in the form of a bank guarantee.</p>
<p>To take part in the bidding process, the bidder should have installed and commissioned at least one grid-connected solar project of 1 MW capacity or higher, which should have been in operation for at least one year on the last date of the submission of the bids. The solar modules used for this project can be sourced from any country.</p>
<p>Regarding the financial criteria, the net worth of the bidder should be equal to or greater than ₹7 million (~$95,383)/MW of the quoted capacity in the last financial year.</p>
<p>According to the tender document, the designated voltage level for evacuating power generated at the generation facility will be 11 kV. The transmission line from the generation facility up to the nearest substation of BBMB will be constructed by BBMB. The declared annual capacity utilization factor (CUF) should, in no case, be less than 17%.</p>
<p>In June this year, PEDA, on behalf of BBMB, <a href="https://mercomindia.com/tender-announced-solar-himachal-pradesh/" target="_blank" rel="noopener noreferrer">issued</a> a request for selection (RfS) for 2 MW of grid-connected solar power projects. Tender Issued for a 2 MW Grid-Connected Solar Power Project in Punjab

The time given for the commissioning of the project is 13 months from the date of the signing of the power purchase agreement (PPA).</p>
<p>The bidder will have to sign a rent agreement with BBMB for 27 years.</p>
<p>The bidder should have installed or commissioned at least one project having the capacity of at least 1 MW. This reference project should have been in operation for at least one year before the last date of the submission of bids. Regarding the financial criteria, the net worth of the bidder should be at least ₹7 million (~$93,240)/MW of the quoted capacity as on the last date of the previous financial year.</p>
