SJVN Invites Bids to Set Up 600 MW Wind Projects

SJVN has issued a request for selection to set up 600 MW interstate transmission system (ISTS)-connected wind projects anywhere in India.

The power generated from these projects will be sold to the Punjab State Power Corporation or other purchasing entities.

Bids must be submitted by October 31, 2025. Bids will be opened on November 3.

Bidders can quote for a minimum capacity of 50 MW and a maximum capacity of 300 MW.

Bidders must furnish an earnest money deposit of ₹1.33 million (~$15,116.54), a document fee of ₹29,500 (~$334.79), and a processing fee of ₹1.5 million (~$17,023.13) plus 18% GST for each project.

Selected bidders must submit a performance bank guarantee of ₹3.3 million (~$37,450.51)/MW and success charges of ₹100,000 (~$1,134.88)/MW plus 18% GST.

The scope of work entails setting up the wind projects, including the transmission network up to the interconnection/delivery point. It also involves the installation and maintenance of a GPS-enabled automatic weather station.

The projects must be designed for interconnection at the ISTS substation at a minimum voltage level of 220 kV.

Only commercially established and operational technologies must be used to minimize technology risk and achieve timely project commissioning.

Selected bidders must use wind turbines listed in the Approved List of Models and Manufacturers for the project. They must also maintain a capacity utilization factor of at least 22%.

Successful bidders are eligible for fiscal incentives, including accelerated depreciation, concessional customs and excise duties, and tax holidays, available for such projects.

Projects under construction, yet to be commissioned, or those that have been commissioned and are selling power on a short-term merchant basis, will be considered eligible for the project. However, these projects must not have been accepted under any state or central programs.

Successful bidders failing to supply the completed bid capacity of the projects within the scheduled commencement of supply date can offer a partially commissioned project of up to 50 MW.

Bidders must have a minimum net worth of ₹13.3 million (~$151,165.4)/MW as of the end of the previous financial year or seven days before the bid submission deadline.

Bidders must fulfil at least one of the following financial parameters:

  • They must have a minimum average annual turnover of ₹19.98 million (~$226,748.1)/MW of the quoted capacity during the last three financial years ending March 31, 2025

 

  • They must have a profit before depreciation, interest, and taxes (PBIT) of at least ₹3.99 million (~$45,349.62)/MW of the quoted capacity at the end of the previous financial year. In case the audited account of the previous financial year is not available, bidders must submit a PBIT certificate from a practicing chartered accountant/statutory auditor to fulfil the above-mentioned requirement

 

  • They must provide an in-principle sanction letter from their lending institutions or banks committing a line of credit for at least ₹8.32 million (~$94,478.38) of the quoted capacity, towards meeting the projects’ working capital requirements

Recently, SJVN invited bids to procure power from 600 MW of ISTS-connected wind power projects.

In March this year, NLC and Adyant emerged as the winners in SJVN’s auction to set up 600 MW ISTS-connected wind projects.
