SJVN Invites Bids to Procure Power from 600 MW Wind Projects

SJVN has invited bids to procure power from 600 MW of interstate transmission system (ISTS)-connected wind power projects.
The last date to submit bids is October 20, 2025. Bids will be opened on October 23.
Bidders must submit an earnest money deposit of ₹1.3 million (~$14,763)/MW, subject to a maximum of ₹200 million (~$2.27 million) and a performance guarantee of ₹3.3 million (~$37,476)/MW.
They must also furnish a document fee of ₹29,500 (~$335) and a bid processing fee of ₹1.5 million (~$17,034.6).
The successful bidder must pay success charges amounting to ₹100,000 (~$1,135.6)/MW and payment security mechanism charges amounting to ₹0.02 (~$0.0002)/kWh.
The scope of work covers setting up these projects, including the transmission network up to the interconnection/delivery point.
The projects also include installation and maintenance of a GPS-enabled automatic weather station.
The power generated by SJVN from the wind power projects will be sold to the Punjab State Power Corporation or other purchasing entities.
Bidders must bid for a minimum capacity of 50 MW and a maximum capacity of 300 MW.
Successful bidders can avail themselves of fiscal incentives, including accelerated depreciation, concessional customs and excise duties, and tax holidays, which are available for such projects.
Projects under construction, yet to be commissioned, or those that have been commissioned and are selling power on a short-term merchant basis, will be considered eligible for the project. However, these projects must not have been accepted under any state or central programs.
If the successful bidder fails to supply the completed bid capacity of projects within the scheduled commencement of supply date, they can offer a partially commissioned project of up to 50 MW.
The projects must be designed for interconnection at the ISTS substation at a voltage level of at least 220 kV.
The successful bidder must utilize commercially established and operational technologies to minimize technology risk and achieve timely project commissioning.
Only wind turbines listed in the Approved List of Models and Manufacturers must be used in the project.
The successful bidder must maintain a capacity utilization factor (CUF) of at least 22%.
Bidders must have a net worth of at least ₹13.3 million (~$151,040)/ MW in the previous financial year.
The successful bidder must have a minimum annual turnover of ₹19.9 million (~$225,992)/MW in the last three financial years.
They can demonstrate an internal resource generation capability in the form of profit before depreciation, interest, and taxes of at least ₹3.99 million (~$45,312)/MW in the previous financial year (FY 2024-25).
Alternatively, they may furnish an in-principal sanction letter from lending institutions, committing a line of credit of at least ₹8 million (~$90,851)/MW.
In March 2025, SJVN awarded NLC India and Adyant Enersol (Datta Infra) the auction for 600 MW ISTS-connected wind power projects on a build-own-operate basis.
