Singareni Collieries Floats EPC Tender for 15 MW Rooftop Solar Projects

The Singareni Collieries Company (SCCL) has invited bids for the engineering, procurement, and construction of rooftop solar projects with a cumulative capacity of 15 MW in Telangana.

The projects will be implemented on the rooftops of residential colonies and office buildings.

Bids must be submitted by August 25, 2025. Bids will be opened on the same day

Bidders must submit an earnest money deposit of ₹8.4 million (~$97,674). The successful bidder must also furnish a performance bank guarantee for the entire 15 MW capacity.

Additionally, a transaction fee of 0.03% plus 18% GST on the quoted value (capped at ₹10,000 (~$116.28) or ₹25,000 (~$290.70) based on order value and a 0.04% corpus fund contribution to Telangana State Technology Services, subject to the same caps, is applicable.

The solar capacity is distributed across the following eight SCCL areas:

  • 1,995 kW in Kothagudem
  • 2,000 kW in Kothagudem Corporate Area
  • 2,730 kW in Manuguru
  • 760 kW in RG-1
  • 2,800 kW in RG-II
  • 230 kW in RG-III
  • 530 kW in Srirampur
  • 3,955 kW in Bhoopalpalli

The scope of work includes the design, engineering, procurement, installation, testing, and commissioning of the solar projects. It also includes the operation and maintenance services for 10 years.

The entire project must be completed within 120 days from the date of the letter of intent or purchase order.

Site visits are mandatory, and bidders must submit proof of the same. Minimum daily generation is pegged at 3.75 kWh for every kW with penalties applied in case of shortfall or delays, calculated based on the pooled cost of power as declared by the Telangana Electricity Regulatory Commission.

Bidders must have prior experience in commissioning grid-connected solar projects with a capacity of 4.5 MW in the financial year 2018–19 and 2024–25, along with at least five rooftop solar projects of 50 kW or ten projects of 25 kW capacity, each with a minimum operational history of six months.

Bidders must have a minimum average annual turnover of ₹270 million (~$3.14 million) over the last three years, positive net worth in FY 2023–24, and working capital of ₹180 million (~$2.09 million) or a line of credit from a bank with a net worth of at least ₹5 billion (~$58.14 million).

The modules used must be ALMM-compliant, with a minimum of 540 Wp (Mono PERC or TOPCon), and BIS-certified components.

Recently, SCCL invited bids for the operation and maintenance of a 5 MW floating solar power project at the Singareni Thermal Plant’s water storage reservoir for eight years.
