SECI Tenders BoS Package for 700 MW Solar Project in Gujarat

Solar Energy Corporation of India (SECI) has invited bids for a balance of system (BoS) package for a 700 MW solar project at Raghanesda in the Banaskantha district of Gujarat.
Bids must be submitted by January 29, 2026. Bids will be opened on the same day.
Bidders must furnish an earnest money deposit of ₹330.5 million (~$3.98 million) and a tender fee of ₹25,000 (~$301). The successful bidder must submit a contract performance security of 10% of the contract value for the first stage covering supply and services, which must remain valid for a total of 82 months, comprising 19 months for project commissioning, 60 months of O&M, and an additional three months.
The scope of work includes the complete turnkey execution of the BoS package for the 700 MW project. This includes the design and engineering, procurement and supply of all equipment and materials excluding solar modules and transformers, associated civil works, erection, testing and commissioning of the project, and comprehensive operations and maintenance for five years.
Bidders must meet technical eligibility criteria through one of the following routes:
Route I
Bidders must demonstrate EPC experience in ground-mounted solar projects on a turnkey basis, with a cumulative capacity of at least 280 MW in the last seven years, and in at least two individual grid-connected projects of 70 MW or more, all operational for a minimum of six months.
Route II
Bidders must have experience as a developer of ground-mounted solar projects of at least 280 MW in the last seven years, and in at least two individual grid-connected projects of 70 MW or more, all operational for a minimum of six months.
Route III
Bidders must have experience in large industrial projects valued at ₹8.26 billion (~$99.5 million) or more, and in the execution of at least one 33 kV or higher electrical substation, both operational for at least six months.
Bidders must have a minimum average annual turnover of ₹4.96 billion (~$59.8 million) over FY 2022-23, 2023-24, and 2024-25, positive net worth in the last financial year, and a minimum working capital of ₹2.61 billion (~$31.4 million).
If the selected bidder fails to achieve timely completion or commissioning as per the schedule specified in the special conditions of the contract, SECI may levy liquidated damages at the rate of 0.5% per week of the uncommissioned portion of the facilities.
The total liquidated damages will be capped at 5% of the total contract price.
All modules and cells used must comply with the Ministry of New and Renewable Energy’s Approved List of Models and Manufacturers.
In December 2025, SECI invited bids to set up 8,900 kW of grid-connected rooftop solar projects on Jawahar Navodaya Vidyalaya’s buildings under the renewable energy service company mode (RTSPV Tranche VI) in 13 states/union territories.
