Solar Energy Corporation of India (SECI) has invited bids for the selection of a consultancy firm for owner engineer services for a 100 MW ground-mounted solar power project along with a 40 MW/120 MWh battery energy storage system (BESS) in Chhattisgarh and a 100 MW floating solar power project in Jharkhand.

Bidders should be aware that this tender combines two distinct projects. Although the contract agreement will be the same for both, the terms of reference, contractual obligations, and completion timelines will be separate and independent for each project.

The project in Chhattisgarh is currently in progress, while the floating solar project’s tentative start date is October/November 2023.

The consultancy work for the 100 MW solar project should be completed within 15 months, while the expected timeline for the floating solar project is 30 months.

The last day to submit the bids is July 3, 2023. The bids will be opened on the same day.

The overall scope of services will include reviewing engineering design documents, equipment technical parameters, work plans, quality action plans, field quality plans, site projects, on-site supervision and monitoring of installation/construction, commissioning, testing, and operation and maintenance.

The consultant must have completed at least one similar work costing at least ₹54 million (~$655,065) in the last seven financial years. The consultant must have provided consultancy services in solar or battery energy storage projects as an owner’s engineer, lender’s engineer, or implementation support consultant.

They should have previous experience as an owner’s or lender’s engineer for solar projects of cumulative capacity of 100 MW or more, including at least one floating solar project in the last seven years.

They should have had an average annual turnover of ₹27 million (~$327,532) in the last three years.

Recently, SECI invited bids to empanel vendors for developing up to 5 MW of rooftop and ground-mounted solar power projects.

In February, SECI invited bids for a 2 MW solar project along with a 1 MW battery energy storage system at Kaza, Himachal Pradesh.
