REMCL Issues RfS for Supply of 1 GW Round-the-Clock Renewable Power

REMCL, a joint venture between the Ministry of Railways and RITES, has issued a request for selection (RfS) for the supply of 1,000 MW of round-the-clock (RTC) power from grid-connected renewable energy projects, with or without storage.

Bids must be submitted by August 25, 2025. Bids will be opened on August 27.

Bidders must furnish a tender fee of ₹1 million (~$11,516) and an earnest money deposit of ₹980,000 (~$11,286).

Bidders must also submit a performance bank guarantee of ₹2 million (~$23,032).

The projects can be located anywhere in India. The renewable energy generation components, along with an energy storage system installed, if any, may be located anywhere. They can be co-located or located at different locations.

The different components of RTC, solar, wind, and hydro must be connected different interstate transmission system substations.

Only commercially established and operational technologies may be used to minimize the technology risk and to achieve the timely commissioning of the projects.

Bidders must set up renewable power projects with or without storage, including the dedicated transmission network up to the interconnection and delivery point, at their own cost.

All approvals, permits, and clearances required for setting up the project or the dedicated transmission network up to the interconnection/ delivery point (including connectivity) will be the responsibility of the selected bidders.

Bidders will install, operate, and maintain the projects to supply energy in an RTC manner with an annual availability of 75% of the project for the first three years and 85% for the rest of the contract period.

A single bid for any quantum between (and including) 100 MW to 1,000 MW are allowed. The maximum capacity to be allocated will not exceed 1,000 MW.

Bidders are allowed to supply any surplus power from renewable energy sources in excess of contracted capacity to any third party or power exchange.

The net worth of the bidders should be at least ₹30 million (~$345,437)/ MW.

Earlier this month, REMCL issued a tender to implement a 3 MW solar project at the Dedicated Freight Corridor Corporation of India complex in Noida, Uttar Pradesh.
