RECPDCL Tenders 765 kV Project to Evacuate 4 GW Renewables in Maharashtra

REC Power Development and Consultancy (RECPDCL) has issued a request for proposal (RfP) to select a transmission service provider to build, own, operate, and transfer a 765/400/220 kV AIS intrastate transmission project at Balsane in Dhule, Maharashtra.
This project is planned to evacuate bulk power from projects with a renewable energy potential of 3-4 GW. The creation of the 765 kV network will strengthen the interconnection of ISTS and InSTS networks and enhance power transmission capacity.
Bids must be submitted by February 9, 2026. Bids will be opened on the same day.
Bidders must furnish an earnest money deposit of ₹254.4 million (~$2.81 million) and a document fee of ₹500,000 (~$5,537.93).
Selected bidders must submit a contract performance guarantee of ₹636 million (~$7.03 million).
The scope of work entails the design, engineering, construction, erection, testing, and commissioning of the transmission project. It also involves providing operation and maintenance services for 35 years.
The project will include two 1,500 MVA, 765/400 kV inter-connecting transformers (ICTs), four 500 MVA, 400/220 kV ICTs, with one 240 MVAR bus reactor at the 765 kV level and one 125 MVAR bus reactor at the 400 kV level.
Successful bidders must provide the equipment and materials for the project. They must also undertake the survey, prepare a detailed project report, arrange the financing, provide project management, arrange land compensation, and obtain the consents, licenses, clearances, and permits.
Generation pooling substations must be within a 3 km radius of the proposed location, and load serving substations within 5 km. Intermediate substations must be within 10 km.
Selected bidders must prepare internal roads, drainage, cable trenches, and levelling of the extension area for the bays.
The project must be completed within 24 months.
Bidders must have developed infrastructure segment projects worth at least ₹12.72 billion (~$140.77 million) in the last five years. Each project must have had a minimum capital expenditure of ₹2.54 billion (~$28.15 million). These projects must have been commissioned at least seven days before the bid submission deadline.
Alternatively, bidders must have completed infrastructure segment projects in the past five financial years, receiving at least ₹12.72 billion (~$140.77 million) for the work. The minimum payment for each project must have been ₹2.54 billion (~$28.15 million).
Recently, RECPDCL issued an RfP to select a transmission service provider to build, own, operate, and transfer an AIS intrastate 765/400/220 kV transmission project at Apta in Raigad, Maharashtra.
In September this year, RECPDCL invited bids to set up an interstate transmission system to integrate 250 MW of renewable energy at Davanagere and 2.75 GW at Bellary in Karnataka.
