RECPDCL Floats Transmission Tenders for Maharashtra Renewables

REC Power Development and Consultancy (RECPDCL) has issued three tenders to set up intrastate transmission systems (InSTS) in Maharashtra to evacuate power from renewable energy projects.

The InSTS will be set up for the 765 kV air-insulated substation (AIS) at Parli in the Beed district, a 400 kV AIS at Babhulgaon in the Yavatmal district, and a 400 kV gas-insulated Solapur/Paranda switching station in the Dharashiv district.

These projects must be completed on a one-build, own, operate, and transfer basis.

Bids for the InSTS for Solapur/Paranda switching station and the Parli substation must be submitted by July 7, 2026. Bids will be opened on the same day.

Bids for the Babhulgaon substation transmission system must be submitted by July 8, 2026. Bids will be opened on the same day.

Bidders for all three tenders must submit a tender fee of ₹500,000 (~$5,273.73) plus GST.

Those quoting for the Parli tender must furnish an earnest money deposit of ₹218.8 million (~$2.3 million).

Selected bidders must submit a contract performance guarantee of ₹547 million (~$5.8 million) for the Parli substation transmission system, ₹300 million (~$3.16 million) for the Solapur/Paranda switching station system, and ₹227 million (~$2.4 million) for the Babhulgaon substation.

The scope of work involves the design, engineering, construction, erection, testing, and commissioning of the transmission systems. It also involves providing operation and maintenance services.

Successful bidders must provide the project equipment and materials. They must undertake the survey and project management, prepare a detailed project report, and arrange financing for the transmission projects.

Selected bidders must obtain consents, clearances, and permits for the projects and provide land compensation. They must install greenfield substations, including either switching stations, high-voltage direct current terminals, or inverter stations.

They must also set up a generation-pooling substation within a maximum 3 km radius of the location identified by the bid process coordinator. Load-serving substations must be located within 5 km of the identified location. Intermediate substations must not be beyond 10 km from the identified location.

Successful bidders must obtain the transmission license from the state commission.

The projects must be completed within 24 months.

Bidders for the Parli project must have completed infrastructure projects in the last five years with a minimum aggregate capital expenditure of ₹10.94 billion (~$115.8 million). Each project must have had a capital expenditure of at least ₹2.19 million (~$23.17 million).

Alternatively, they must have received a minimum aggregate payment of ₹10.94 billion (~$115.8 million) for completed work in the infrastructure sector over the last five years. However, payment for each project must have been at least ₹2.19 million (~$23.17 million).

They must have a minimum net worth of ₹4.37 billion (~$46.33 million) in any of the last three financial years.

Bidders for the Solapur/Paranda InSTS project must have completed infrastructure projects in the last five years with a minimum aggregate capital expenditure of ₹6 billion (~$63.53 million). Each project must have had a capital expenditure of at least ₹1.2 billion (~$12.7 million).

Alternatively, they must have received a minimum aggregate payment of ₹6 billion (~$63.53 million) for completed work in the infrastructure sector over the last five years. However, payment for each project must have been at least ₹1.2 billion (~$12.7 million).

They must have a minimum net worth of ₹2.5 billion (~$26.47 million) in any of the last three financial years.

Bidders for the Babhulgaon project must have completed infrastructure projects in the last five years with a minimum aggregate capital expenditure of ₹5 billion (~$53 million). Each project must have had a capital expenditure of at least ₹1 billion (~$10.6 million).

Alternatively, they must have received a minimum aggregate payment of ₹5 billion (~$53 million) for completed work in the infrastructure sector over the last five years. However, payment for each project must have been at least ₹1 billion (~$10.6 million).

They must have a minimum net worth of ₹2.5 billion (~$26.47 million) in any of the last three financial years.

The net worth of bidders for any of the three tenders must not have been negative in any of the last three financial years.

Recently, RECPDCL issued two requests for proposals to select transmission service providers to build, own, operate, and transfer interstate transmission systems to evacuate 21.5 GW of renewable energy in Gujarat.

This March, RECPDCL invited bids to establish an interstate transmission system to augment the Bhadla-III, Ramgarh pooling station, and Kanpur substation to evacuate 20 GW of renewable power in Rajasthan.
