REC Limited Subsidiary Issues Consultancy Tender for a Floating Solar Project in Delhi

REC Power Development and Consultancy Limited (RECPDCL), a wholly-owned subsidiary of REC Limited, has invited bids to select a consultant for providing consultancy services to develop a floating solar project in the Delhi NCR region.

The length of the reservoir is 300 m x 300 m, with a maximum depth of 5 m.

The last date to submit the bids is February 25, 2022. Bids will be opened on the same day.

Interested bidders will have to submit an amount of ₹50,000 (~$666) as an earnest money deposit. The bidder must submit a performance bank guarantee equivalent to 10% of the contract value.

The consultancy contract period will be for 12 months.

The consultant should conduct a detailed site survey, including a bathymetric study, waterbody characteristics, and geotechnical investigation. He should apprise RECPDCL regarding water properties, depth of the reservoir, minimum drawdown level, and dead storage level.

The detailed project report (DPR) should include energy yield calculation and have a performance ratio. It should also consist of detailed single line diagrams, power evacuation arrangements, safety aspects of the projects, and different options for operation and maintenance.

The consultant should prepare the request for proposal (RfP) for engaging an engineering procurement, and construction (EPC) contractor, including project-related details like feasible capacity, the scope of work, qualification requirements, payment terms, technical specifications to ensure maximum life of the project, and operation & maintenance contract.

The consultant should prepare the all-necessary drawings and design required for tendering purposes. He should also evaluate the technical and financial bids submitted by the EPC contractor as per tender.

Also, the consultant should review the drawings and designs submitted by the EPC contractor in line with technical specifications in the EPC contract to ensure appropriate compliance in terms of performance and safety. The consultant should also provide technical support during the construction phase, including the submission of weekly progress reports.

They should perform a performance ratio test post commissioning of the project.

To participate in the bidding process, the bidder should have successfully provided consultancy or engineering services for a floating solar power project of at least 500 kW capacity. The consultant should submit the relevant work order and completion certificate issued by the project owner.

Last November, RECPDCL issued an expression of interest for the empanelment of EPC-cum-operation and maintenance (O&M) contractors for the development and O&M of solar projects.

Earlier, RECPDCL had invited bids to select an owner’s engineer for 125 MW of grid-connected solar projects. The scope of work included site assessment and review of contracts, progress and schedule, technology, system design, grid-connection aspects, project management and support, technical acceptance, performance evaluation, and operation and maintenance contract.
