Rajasthan Electronics Floats Tender for 22 MW Rooftop Solar Projects

Rajasthan Electronics and Instruments (REIL) has invited bids to set up 22 MW of grid-connected rooftop solar power projects on government buildings in different states and union territories under the renewable energy service company (RESCO) mode.

The benchmark project cost is set at ₹45,000 (~$512) for general category regions and ₹49,500 (~$563) for special category regions.

Bidders should quote a levelized ceiling tariff of ₹4.64 (~$0.053)/kWh for general category regions and ₹5.15 (~$0.059)/kWh for special category regions.

Bids must be submitted by November 7, 2025. Bids will be opened on November 8.

Bidders must submit ₹45,000 (~$512) as an earnest money deposit.

Selected bidders submit a performance bank guarantee of ₹112,500 (~$1,280)/MW for projects in general category regions and ₹123,750 (~$1,408)/MW for those in special category regions.

Selected bidders must also furnish ₹2.25 million (~$25,598) to REIL as project management consultancy fees.

A bidder may participate in one or multiple regions. However, for any chosen region, the bid must cover the region’s entire capacity.

Each project must exceed 20 kW. A single project can include multiple units, with each unit separately grid-connected and metered as per the DISCOM’s requirements.

The final installed capacity will be finalized at the power purchase agreement (PPA) signing between the developer and the offtaker.

Successful bidders will be given 18 months to sign the PPA from the date of issuance of the letter of award and a further six months for project execution. They must also provide comprehensive operation and maintenance for 25 years.

Bidders must meet one of these experience conditions within the last seven years.

  • Completed three similar works, each with a capacity of at least 40% of the quoted capacity
  • Completed two similar works, each with a capacity of at least 50% of the quoted capacity
  • Completed one similar work of at least 80% of the quoted capacity

Similar work includes the supply, installation, testing, and commissioning of grid-connected, off-grid, or hybrid solar power projects, as well as solar water pumping systems. The supply may include or exclude modules and inverters. The work may be under capital expenditure, RESCO, or other modes.

Bidders should have a minimum net worth of ₹4.5 million (~$51,195)/MW as on the latest available unconsolidated audited annual results.

They should have a minimum average annual turnover of ₹13.5 million (~$153,586)/MW during the last three financial years.

In January, REIL floated a tender to commission 15 MW of grid-connected rooftop solar power projects on state government buildings.
