Punjab Invites Bids for 8.7 MW of Solar Projects to Power Water Supply Systems

The Punjab Department of Water Supply and Sanitation (DWSS) has invited bids to install and commission 8.7 MW of solar projects at 970 rural piped water supply systems in the state.

The successful bidder will also have to take care of the project’s operation and maintenance for five years.

The estimated cost of the project is ₹567.53 million (~$6.85 million).

The last date to submit the bids online is January 12, 2023. Bids will be opened the following day.

Bidders must submit ₹3 million (~$36,213) as an earnest money deposit.

Within 21 days of receipt of the acceptance letter, the successful bidder will have to furnish a performance bank guarantee for an amount equivalent to 5% of the contract price.

Bidders should have previously executed one similar project of value not less than 80% of the estimated cost of the project, two similar projects of value not less than 50% of the estimated cost, or three similar works of value not less than 40% of the estimated cost during the last five years.

The minimum annual financial turnover of bidders should equal 40% of the project’s estimated cost in any of the last five financial years.

Bidders will have to commit to investing up to 25% of the contract value during the implementation of the work.

The solar modules and cells to be used for the project should be made in India. The solar module efficiency should be greater than or equal to 16%, and they must have a minimum capacity of 250 Wp.

The modules should carry a performance warranty of >90% during the first ten years and >80% during the next 15 years. Further, they should have a performance warranty of >97% during the first year of installation, and the modules’ degradation should be below 1% per annum.

The predicted electrical degradation of power generated should not exceed 20% of the minimum rated power over the 25-year period and not more than 10% after ten years of the fully rated original output.

Recently, the Punjab Energy Development Agency invited bids to install and commission 10 MW of grid-connected rooftop solar systems with the net metering facility on government buildings across the state under the renewable energy service company model.
