PM Surya Ghar Rooftop Solar Reaches 2.4 Million Homes, Hits 24% of Target
The program has targeted coverage of 3.5 million households for FY 2025-26

India has installed rooftop solar systems in 2,396,497 residential households under PM Surya Ghar: Muft Bijli Yojana so far, reaching nearly 24% of the 10 million target set for the financial year (FY) 2026–27.
As of December 3, 2025, a total of 5,354,099 applications have been received on the national portal, and 1,917,698 rooftop solar systems have been installed across the country.
Union Minister of State for New and Renewable Energy Shripad Yesso Naik told Parliament that the program has targeted coverage of 3.5 million households for FY 2025-26.
To rapidly increase rooftop solar installations, the Ministry of New and Renewable Energy (MNRE) approved a utility-led aggregator (ULA)/renewable service company (RESCO) model under the PM Surya Ghar program.
Under the RESCO model, a third-party developer will finance, install, and maintain the rooftop solar system for at least five years, during which the consumer is not the system’s owner. ULA models involve utilities or state entities installing rooftop solar systems for households.
In August 2025, MNRE limited solar projects under the program to rooftop solar projects in ULA/RESCO mode. According to the amendment, ground-mounted projects, or any other aggregator models such as community solar or off-site installations, can be included only under the ULA/RESCO mode with the explicit permission of MNRE.
Residential sector installations, driven by the Surya Ghar program, accounted for 73% of the total 2.1 GW of rooftop solar capacity added during the third quarter (Q3) of the calendar year 2025, according to Mercom India’s Q3 2025 India Rooftop Solar Market Report.
Rooftop solar accounted for 24.1% of the country’s total solar additions during the quarter.
Uttar Pradesh led rooftop solar installations during Q3 2025 with 335.3 MW, followed by Maharashtra with 321.7 MW and Gujarat with 302.1 MW, accounting for 16%, 15.4% and 14.5% of additions, respectively. Rajasthan and Kerala followed with 166.4 MW and 138.9 MW.
The top five states accounted for 60.5% of total installations during the quarter.
