PFC Floats ISTS Tender to Evacuate 14 GW of Renewables in Gujarat

PFC Consulting has invited bids to develop an interstate transmission system (ISTS) to evacuate 14 GW of renewable power from Lakadia (Phase-II: 7.5 GW), Jam Khambhaliya (Phase-II: 5.5 GW), and Jamnagar (Phase-I, Part C: 1 GW) in Gujarat.
The scope of work includes the establishment, operation, and maintenance of the project on a build, own, operate, and transfer basis, and the completion of all project activities, including survey, detailed project report formulation, finance, project management, design, engineering, construction, and commissioning.
It also includes the establishment of 765/400 kV, 2×1500 MVA, and 400/220 kV, 3×500 MVA, Alephata substation; and the Alephata-Lonikand-I 400 kV D/C line.
The last date to submit bids is May 15, 2026. Bids will be opened on the same day.
Bidders must submit a security deposit of ₹220 million (~$2.38 million).
The successful bidder must furnish a performance contract guarantee of ₹550 million (~$5.96 million) within 10 days of the issuance of the letter of intent.
The transmission system must be completed within 36 months of the contract award.
Bidders should have experience in developing infrastructure projects in the last five years, with an aggregate capital expenditure of at least ₹11 billion (~$119.16 million). However, the capital expenditure for each project should be at least ₹2.2 billion (~$23.83 million).
Alternatively, they should have received aggregate payments of not less than ₹11 billion (~$119.16 million) from their clients for construction works fully completed during the last five financial years. The payment received for each project should be at least ₹2.2 billion (~$23.83 million).
Bidders should have a net worth of at least ₹4.4 billion (~$47.66 million) in any of the last three financial years.
The transmission service provider should ensure that the design, construction, and testing of all equipment, facilities, components, and systems of the project comply with the transmission service agreement and applicable regulations issued by the central government.
Recently, PFC Consulting invited bids to establish an interstate transmission system (ISTS) to integrate 3 GW of renewable energy from the Ananthapuram-III PS REZ-Phase-I in Andhra Pradesh.
Last month, PFC Consulting invited bids to set up a 3×500 MVA, 400/220 kV substation, along with associated transmission lines, in Humnabad, Bidar district, Karnataka.
