NHPC Issues Tender for 19.2 MW Rooftop Solar Projects in Haryana

NHPC issued a request for selection (RfS) to set up grid-connected rooftop solar projects with a cumulative capacity of 19.2 MW on government buildings in Haryana.

The projects will be set up in 18 districts. The capacities of the rooftop solar projects range from 25 kW to 495 kW.

Bids must be submitted by July 21, 2025. Bids will be opened on July 25.

Bidders must furnish an earnest money deposit of ₹13 million (~$151,252.13) and a document fee of ₹5,000 (~$58.17).

The scope of work entails the design, engineering, procurement, supply, erection, testing, and commissioning of the projects. It also involves providing net-metering and conducting multi-level inspections.

Selected bidders must obtain all the permits, licenses, insurance, net-metering and grid connectivity, and no objection certificates for grid connectivity. They must also synchronize the projects with the existing distribution network grid.

Successful bidders must provide training and other items and services required to complete the scope of work.

Only components from the Approved List of Models and Manufacturers must be used.

The projects must be commissioned within nine months and have a capacity utilization factor of at least 15%.

Bidders must fulfill any of the following requirements:

  • They must have designed, supplied, erected, and commissioned solar projects with a minimum cumulative installed capacity of 400 kW. At least one of these projects must have had a minimum capacity of 40 kW.
  • They must be solar project developers with a minimum cumulative installed capacity of 400 kW. At least one of their projects must have a minimum capacity of 40 kW.
  • Bidders must have executed a single work worth ₹40 million (~$465,391.18) either as a developer or an engineering, procurement, and construction (EPC) contractor in the process or infrastructure development industry in the last ten years.

Bidders must have executed at least one electrical substation with a minimum 11 kV rating either as a developer or as an EPC contractor by the bid submission date. The substation must have included equipment such as a power transformer and a circuit breaker rated at least 11 kV.

Bidders must have had an average annual turnover of at least ₹345.7 million (~$4.02 million) in the past three years. They must have had a positive net worth during at least two of the preceding three financial years.

Bidders must also have a working capital of ₹192 million (~$2.23 million). If they have inadequate working capital, they must provide a letter from a leading government-approved institution, bank, or financial institution confirming the availability of a line of credit for at least the required amount.

Recently, NHPC issued an RfS to set up 5.6 MW of rooftop solar projects on government buildings in Sikkim.
