National Fertilizers Floats EoI for 3.5 MW Rooftop Solar Projects

National Fertilizers (NFL) has invited expressions of interest (EoI) for setting up grid-connected rooftop solar projects with a tentative cumulative capacity of 3.5 MW at two of its facilities in Punjab and one in Madhya Pradesh.
The projects will be installed at the following locations:
- NFL, Nangal, Punjab, with a capacity of 1,735 kW
- NFL, Bathinda, Punjab, with a capacity of 600 kW
- NFL, Vijaipur, Madhya Pradesh, with a capacity of 1,220 kW
Bids must be submitted by June 18, 2025. Bids will be opened on June 19.
The scope of work entails the design, engineering, material procurement and supply, construction, erection, testing, and commissioning of the projects. It also involves providing solar modules, module mounting structures, inverters, AC/DC cables, earthing arrangements, lightning arrestors, spare parts, and net metering systems rated at 415 V AC.
Selected bidders must synchronize solar power at multiple locations/substations, along with the net metering systems, with the states’ grid-connected or isolated electrical systems. They must also provide operation and maintenance (O&M) services for five years and provide O&M training to NFL-nominated officials.
They must provide a performance guarantee or demonstration to show that the projects’ performance equals their guaranteed rating.
The material supplied and the work conducted must conform to the Ministry of New and Renewable Energy (MNRE), Punjab Energy Development Agency, MP Urja Vikas Nigam, the state electricity boards, and Central Electricity Authority regulations.
The solar modules and related equipment must be of the latest design and comply with the MNRE guidelines or the respective state government’s solar policies. The modules must also comply with MNRE requirements.
Selected bidders must provide online solar panel monitoring services, including data on specific yield, energy generation, DC current, generation voltage, capacity utilization factor, and all alarms.
Bidders must be lump sum turnkey (LSTK) contractors. They must have completed projects with single-point responsibility within the last seven years, with the most recent project ending at least one month before the EoI invitation.
Bidders must be original equipment manufacturers of solar modules or authorized channel partners for such producers or their authorized dealers.
Bidders must also comply with the following requirements per project:
- Nangal Project
Bidders must have designed, supplied, procured, installed, tested, and commissioned rooftop solar projects of at least 1,388 kW capacity.
They must have an average annual turnover of ₹29.11 million (~$340,725), including GST, during the three years ending March 31, 2024.
- Bhatinda Project
Bidders must have designed, supplied, procured, installed, tested, and commissioned rooftop solar projects of at least 480 kW capacity.
They must have an average annual turnover of ₹11.21 million (~$131,244), including GST, during the three years ending March 31, 2024.
- Vijaipur Project
Bidders must have designed, supplied, procured, installed, tested, and commissioned rooftop solar projects of at least 976 kW capacity.
They must have an average annual turnover of ₹20.99 million (~$245,674), including GST, during the three years ending March 31, 2024.
Bidders for all projects must have provided performance guarantees and O&M services. The projects must have been operational for at least two years from the date of acceptance, as of the last day of the month preceding the one in which bids are invited.
In August last year, NFL invited expressions of interest for the pre-qualification of LSTK bidders to set up a 1,500 kW grid-connected rooftop solar project at its premises in Panipat.
