MENA Weekly Round-Up: Dubai Invites Bids for 2 GW Solar Park with 1.4 GWh BESS

Dubai Electricity and Water Authority invited bids to submit proposals for the seventh phase of the Mohammed bin Rashid Al Maktoum Solar Park. Bids will be accepted for 2 GW solar projects and 1.4 GW BESS for a six-hour duration. The BESS will provide a total capacity of 8,400 MWh. The project will be implemented under the independent power producer model. The solar park’s current production capacity is 3,860 MW, with an additional 800 MW under construction. With the completion of the seventh phase, the solar park’s total production capacity is expected to reach 8,060 MW by 2030.
Hassan Allam Utilities Energy signed agreements to establish two large-scale clean energy projects in Egypt. The projects cumulatively comprise 1.2 GW of solar power and 720 MWh of BESS. The first project entails a 200 MW solar project in Benban and is integrated with a 120 MWh BESS. The 200 solar plus 120 MWh BESS project is expected to be completed by the third quarter (Q3) of 2026. The second project is a 1 GW solar project paired with 600 MWh of BESS in Minya. The 1 GW solar project, accompanied by a 600 MWh BESS, is expected to be completed by Q3 2027.
The Syrian Ministry of Energy signed final concession agreements with a consortium led by Qatar’s UCC Holding to establish and operate 1 GW solar projects across the country. With the finalization of the deal, UCC Holding is likely to spearhead utility-scale solar projects in Syria.
Egypt’s electricity ministry announced that it has signed a €50 million ($58 million) debt swap agreement with Germany to finance the project to integrate two wind power projects into Egypt’s national grid. The funding will be converted into a grant from the German government and will be disbursed in two equal tranches of €25 million (~$29 million). The wind projects are located in Ras Ghareb and Gabal El Zeit areas in the Gulf of Suez.
