Maharashtra Invites Bids for Procuring 1.3 GW of Renewable RTC Power

Maharashtra State Electricity Distribution Company (MSEDCL) has issued a tender to procure 2,500 MW of round-the-clock (RTC) power, with at least 51% (1,275 MW) sourced from renewable energy projects.

Successful bidders can supply the remaining power from non-renewable sources.

Bids must be submitted by February 13, 2026. Bids will be opened on the same day.

Bidders must furnish an earnest money deposit of ₹100,000 (~$1,103.09)/MW and a tender processing fee of ₹1.5 million (~$16,546.41) plus 18% GST.

Selected bidders must furnish a performance bank guarantee (PBG) of ₹500,000 (~$5,515.47)/MW. They must sign a 25-year power purchase agreement with MSEDCL.

Bidders must quote for a minimum of 1,250 MW capacity. They can quote up to the full 2,500 MW capacity.

Apart from providing the RTC power, successful bidders must schedule and dispatch renewable energy on a must-run basis. They must supply power from non-renewable sources under the merit order dispatch.

The power supply will commence on February 28, 2027.

Selected bidders must maintain a minimum capacity utilization factor (CUF) of 80% throughout the accounting year, 70% on a monthly-basis, and 90% during peak hours.

Bidders must have constructed, commissioned, owned, and operated power-generating stations with an installed capacity of at least half the quoted capacity.

Bidders must have a minimum net worth of ₹5 million (~$55,154.7)/MW of the quoted capacity, a minimum turnover of ₹10 million (~$110,309.4)/MW, and a minimum earnings before interest, taxes, depreciation, and amortization of ₹5 million (~$55,154.7), at the end of the last financial year.

Delays in power supply will result in daily PBG encashment for the first six months, after which the undelivered capacity will be cancelled.

In January, the Maharashtra Electricity Regulatory Commission approved the proposal of MSEDCL to procure 700 MW of solar power through the Solar Energy Corporation of India under the Inter-State Transmission System Solar Tranche-XIII. SECI had allotted this capacity in March 2024.
