Indian Oil Floats Empanelment Tender for Large-Scale Renewable Energy Projects

Indian Oil Corporation (IOCL) has issued a tender to empanel turnkey contractors for engineering, procurement, and construction (EPC) and operation and maintenance (O&M) of large-scale solar, wind, and hybrid power projects.

The empanelment will be for two years with a one-year extension provision.

The last day to submit the bids is August 29, 2023. Bids will be opened on August 31.

Applicants empanelled under Category A1, or B1 would automatically be considered empanelled under subsequent categories. Also, applicants under Category A2 or B2 would automatically be considered empanelled under A3 or B3.

Cumulative Installed Capacity Criteria

Category A

A1 bidders must have designed, supplied modules, erected, installed, and commissioned at least 125 MW of grid-connected solar projects with land provision in the last seven years. This should include one project of a minimum of 50 MW operational for six months. They must also have approvals, transmission connectivity, and managed O&M.

They should have an annual turnover of ₹1.93 billion (~$23.3 million).

A2 bidders must have designed, supplied modules, erected, installed, and commissioned at least 125 MW of grid-connected solar projects with or without land provision in the last seven years. This should include one project of a minimum of 50 MW operational for six months. They must also have approvals, transmission connectivity, and managed O&M.

They should have an annual turnover of ₹1.79 billion (~$21.6 million).

A3 bidders must have designed, supplied or not supplied modules, erected, installed, and commissioned at least 125 MW of grid-connected solar projects with or without land provision in the last seven years. This should include one project of a minimum of 50 MW operational for six months. They must also have approvals, transmission connectivity, and managed O&M.

They should have an annual turnover of ₹520 million (~$6.3 million).

A4 bidders must have designed, supplied or not supplied modules, erected, installed, and commissioned at least 125 MW of grid-connected solar projects with land provision in the last seven years. This should include one project of a minimum of 50 MW operational for six months. They must also have approvals, transmission connectivity, and managed O&M.

They should have an annual turnover of ₹660 million (~$7.9 million).

Category B

B1 bidders must have designed, supplied turbines, erected, installed, and commissioned at least 50 MW of grid-connected wind projects with land provision in the last seven years. This should include one project of a minimum of 25 MW operational for six months. They must also have approvals, transmission connectivity, and managed O&M.

They should have an annual turnover of ₹1 billion (~$12.1 million).

B2 bidders must have designed, supplied turbines, erected, installed, and commissioned at least 50 MW of grid-connected wind projects with or without land provision in the last seven years. This should include one project of a minimum of 25 MW operational for six months. They must also have approvals, transmission connectivity, and managed O&M.

They should have an annual turnover ₹920 million (~$11.1 million).

B3 bidders must have designed, supplied or not supplied turbines, erected, installed, and commissioned at least 50 MW of grid-connected wind projects with or without land provision in the last seven years. This should include one project of a minimum of 25 MW operational for six months. They must also have approvals, transmission connectivity, and managed O&M.

They should have an annual turnover of ₹200 million (~$2.4 million).

B4 bidders must have a successful track record in designing, micro-siting wind turbines), erecting, installing, and commissioning at least 50 MW or more of grid-connected wind power projects with land provision in the last seven years. This should include one project of a minimum of 25 MW operational for six months.

They should have an annual turnover of ₹800 million (~$9.6 million).

All bidders except B4 bidders must have executed the design, engineering, supply, erection, installation, and commissioning of a grid substation (at least 33 kV voltage level or above) in India within the past seven years.

This substation should have government/nodal agency approvals and transmission connectivity, including key equipment like 33 kV or above voltage level circuit breakers and power transformers, and must have operated satisfactorily for a minimum of six months.

IOCL recently invited bids for the O&M of a 3 MW solar power project for one year at its LPG bottling plant in Kadapa, Andhra Pradesh.
