HPCL Invites Bids for EPC of 9.2 MW of Solar Projects in Delhi

Hindustan Petroleum Corporation (HPCL) is seeking bids for the engineering, procurement, and construction (EPC) of two grid-connected ground-mounted solar power projects in Delhi.

The projects include a 4.2 MW solar project in Pitampura for Tata Power and a 5 MW solar project in Moti Nagar for BSES Rajdhani under group or virtual net-metering policy.

The projects should be completed within six months of receiving the work order. The contractor must also provide comprehensive operation and maintenance for ten years.

The last day to submit the bids is June 5, 2023. The bids will be opened on the same day.

Bidders must submit an earnest money deposit (EMD) of ₹4.45 million (~$54,131) for the Pitampura project and ₹4.1 million (~$49,874) for the Moti Nagar project. If bidders are quoting for multiple schedules, they should add up the EMD amounts mentioned above and submit them.

Bidders should have commissioned a ground-mounted solar project of at least 500 kW under group/virtual net metering policy, with or without associated transmission line work, and provide comprehensive operation and maintenance for a minimum period of one year within the last seven years.

Bidders should have an average annual financial turnover of ₹24.2 million (~$294,378) during the last three years.

The technical and financial criteria will be relaxed by 15% for micro and small enterprises if they meet the prescribed quality and technical specifications of the tendered services.

If suitable agricultural land parcels are scarce in one location for the entire capacity, the bidder can install the total project capacity at different locations within the same distribution company (DISCOM) licensed area. However, the capacity of an agricultural land parcel should not be lower than 1 MW.

The contractor must register the projects under the Mukhya Mantri Kisaan Aay Badhotari Yojna and arrange for the DISCOM to build a transmission line from the solar project to the substation.

The solar modules used for the project must be from the Ministry of New and Renewable Energy’s Approved List of Models and Manufacturers and have a minimum capacity of 540W. The module efficiency should also be at least 16%.

Last month, HPCL invited bids for the EPC of 11 MW of solar power projects at its Panipat and Jhansi site for captive use in Uttar Pradesh and Haryana.
