Haryana Invites Bids to Procure Power from 500 MW Solar Projects

Haryana Power Purchase Centre (HPPC), a joint forum created by the Uttar Haryana Bijli Vitran Nigam and Dakshin Haryana Bijli Vitran Nigam, has invited bids to procure 500 MW of solar power from projects located within the state.

Bids must be submitted by October 10, 2025. The bids will be opened on October 13.

Bidders must pay ₹25,000 (~$283) towards the document fee and ₹10,000 (~$113)/MW as bid processing fee.

They must also remit ₹864,000 (~$9,811)/MW as earnest money deposit.

Selected bidders must furnish ₹2.16 million (~$24,532)/MW as a performance bank guarantee.

Bidders must submit bids for at least 5 MW.

HPPC will enter into a power purchase agreement (PPA) with the selected bidders for 25 years from the commercial operation date.

Projects that are under construction, not yet commissioned, or already commissioned but have untied capacity without a PPA, are eligible.

Projects should be commissioned within 18 months from the date of execution of the PPA.

Bidders must have a net worth of ₹8.64 million (~$98,129)/MW in any of the last two financial years or as on the day at least seven days before the bid submission deadline.

They must have a minimum annual turnover of ₹5 million (~$56,787)/MW during any of the last two financial years or as on the day at least seven days before the bid submission deadline.

Bidders can also be eligible if they have an internal resource generation capability, in the form of profit before depreciation, interest, and taxes, for a minimum of ₹10 million (~$113,575)/MW in the same time frame as the above financial criteria.

Projects should be designed to deliver power to Haryana Vidyut Prasaran Nigam’s substation. All expenses, including wheeling charges and losses between the project and the delivery point, must be paid by the successful bidders.

In January, HPPC invited bids to procure 500 MW of solar power from grid-connected projects in the state.
