The Haryana State Agriculture Marketing Board (HSAMB) has invited bids for the supply, installation, testing, and commissioning of 1,737 kW rooftop solar power systems across office buildings and pre-engineered building sheds at various markets under the jurisdiction of the Electrical Division, Panchkula.
Bids must be submitted by June 3, 2026. They will be opened on the same day.
The estimated cost of the project is ₹69.9 million (~$732,000). Bidders must furnish an earnest money deposit of ₹1.39 million (~$14,600) and a tender fee of ₹20,000 (~$210).
The successful bidder must submit performance security equivalent to 5% of the contract price.
The scope of work includes detailed project planning, delivery and insurance of equipment, supervision during assembly and commissioning, preparation of operation and maintenance manuals, and on-site after-sales service.
It also includes the installation of solar modules, inverters or power conditioning units, module mounting structures, data monitoring systems, junction boxes, cabling, earthing systems, lightning and surge protection systems, and net metering infrastructure.
The successful bidder will also be responsible for laying cables up to the net metering point for lengths of up to 100 meters.
The project must be completed within six months.
Bidders must have completed either three similar projects valued at not less than ₹27.96 million (~$293,000) each, two projects valued at ₹34.96 million (~$366,000) each, or one project valued at ₹55.93 million (~$586,000).
Bidders must have had a minimum average annual turnover of ₹20.97 million (~$220,000) in the last three financial years ending March 31.
A penalty equal to one two-thousandth of the initial or revised contract value per day, rounded to the nearest thousand rupees, will be imposed for delays, subject to a maximum of 10% of the contract price.
The operation and maintenance period has been fixed at 2,555 days from the date of project completion.
The tender specifies a comprehensive seven-year warranty for the solar project, with the solar panels remaining under warranty for an additional 18 years after the comprehensive warranty period ends.
During the warranty period, complaints must be attended to within 72 hours and rectified within seven days if replacement parts are required. Failure to meet these timelines will attract penalties of 0.1% of the system cost per day, subject to a maximum of 5% of the project cost.
Last September, Haryana Power Purchase Center, a joint forum created by the Uttar Haryana Bijli Vitran Nigam and Dakshin Haryana Bijli Vitran Nigam, invited bids to procure 500 MW of solar power from projects located within the state.
