Goa Floats Tender for 300 MW Solar with 900 MWh Storage Projects

Goa Energy Development Agency (GEDA) has invited bids to set up 300 MW of solar projects integrated with a 150 MW/900 MWh battery energy storage system (BESS).

Bids must be submitted by March 6, 2026. Bids will be opened on March 9.

Bidders must furnish an earnest money deposit of ₹50 million (~$552,215) and a tender document fee of 50,000 (~$554) plus GST. The successful bidder must submit a performance bank guarantee of ₹150 million (~$1.66 million).

The project will be connected to the state transmission utility (STU) network at the nearest 220 kV STU or GEDA substation, with the delivery point defined at the 220 kV side of the 33/220 kV GEDA STU Grid Substation.

The project includes a six-hour storage duration and will operate as firm, dispatchable renewable energy, ensuring peak power supply during peak demand hours from 6 PM to 9 AM the following day.

The scope of work includes the design, engineering, supply, erection, testing, and commissioning of the solar and storage systems along with evacuation infrastructure, including a 220 kV double-circuit transmission line, pooling substations, bay extensions, and upgrades to existing substations.

GEDA has specified a minimum annual capacity utilization of 19% and a maximum of 28%. The project must be commissioned within 24 months from the agreement’s effective date. Part commissioning is permitted in minimum blocks of 50 MW with proportionate storage capacity.

Bidders must have a minimum cumulative experience of 300 MW in ground-mounted solar projects over the last five years, along with transmission and substation experience, including at least three 400 kV AIS circuit breaker bays and a 20 km 400 kV or higher transmission line.

They must have a positive turnover for the last three financial years and a minimum net worth of ₹10 billion (~$110.44 million).

Penalties will apply for delays beyond the scheduled commissioning date. Additional penalties will apply if peak supply obligations are not met or if storage availability falls below 95% on a monthly basis. Shortfall in contracted supply may also result in penalties at 1.5 times the prevailing market rate per kWh.

Only modules from the Approved List of Models and Manufacturers must be used.

In 2024, GEDA invited bids to commission 30 MW of rooftop solar projects on government buildings.
