GERC Issues Consultancy Tender for Resource Adequacy Planning

Gujarat Electricity Regulatory Commission (GERC) has issued a request for proposal to provide consultancy support for regulatory assignments related to the Resource Adequacy Framework.

Bids must be submitted by April 15, 2026.

Selected bidders must prepare a comparative analysis of similar regulations notified by five to seven other leading states.

They must finalize the draft resource adequacy regulations with an explanatory memorandum.

The scope of work includes assistance in the public consultation process and preparing the statement of reasons for the Commission on the feedback received from stakeholders.

This work must be completed within three months.

Successful bidders must review the resource adequacy plans of distribution companies (DISCOMs), state load dispatch centers (SLDCs), and state transmission utilities (STUs). They must validate and analyze data and identify gaps in the adequacy plans submitted by the DISCOMs, SLDCs, and STUs.

They must use modeling tools to assess the surplus/shortfall in capacity tied to the DISCOMs, identify the least-cost sourcing approach for them, determine capacity sharing options, and undertake state-level integrated assessments and simulations of Gujarat’s power demand.

The scope of work also includes assisting the Commission in establishing in-house handholding and training processes for the resource adequacy plan, building capacity and competency to assess the plan, and imparting energy modeling expertise to the GERC to implement the assessment of annual tolling adequacy plans.

A delay in completing the work may result in its award to another consultancy firm. The Commission can terminate the award after 15 days’ notice if the work is unsatisfactory.

Bidders must have at least 15 years of experience in providing consultancy services to electricity regulators and power utilities in India. They must have completed consultancy assignments for at least four power utilities or electricity regulators and prepared regulations for electricity regulatory commissions.

Bidders must have completed consultancy work for at least one infrastructure utility or regulatory authority that involved implementing software solutions. Such works must preferably have been completed for the power sector for either tariff filing, utility performance monitoring, petition management, or data analytics.

Companies that have assisted DISCOMs in Gujarat in preparing their resource adequacy plans will not be eligible to apply. However, companies that have assisted STUs or SLDCs for the same will be eligible.

Bidders must be employing a minimum of 10 full-time power sector professionals. They must have at least one senior or middle-level employee experienced in energy modeling and data analysis using commercially available or open-source modeling software or tools.

Bidders must have a minimum turnover of ₹50 million (~$535,823.5) in each of the last three financial years. They must have had a positive net worth throughout the same period.

This January, GERC invited bids from consultancy firms to assist in finalizing the Grid-Interactive Battery Energy Storage System Regulations, 2026.
