GERC Floats Consultancy Tender for Formulating BESS Regulations

The Gujarat Electricity Regulatory Commission (GERC) has invited bids from consultancy firms to assist in finalizing the Grid-Interactive Battery Energy Storage System Regulations, 2026.
The last date to submit bids is January 16, 2026.
The selected consultant must conduct a detailed study and analysis of other relevant regulations issued by the Central and Gujarat Electricity Regulatory Commissions (SERC).
They must also assist the Commission in preparing draft regulations and in studying and analyzing comments, suggestions, objections, and views received from various stakeholders on the regulations.
The selected consultant must assist the Commission in preparing a statement of reasons that addresses and incorporates the Commission’s decision, including the comments, suggestions, objections, and views of the stakeholders.
They must also assist the Commission in finalizing regulations based on the Commission’s decision, taking into account stakeholders’ comments, suggestions, objections, and views.
They must provide suggestions for formulating new regulations or for amending existing Commission regulations, and assist the Commission throughout the entire process of formulating regulations until the final regulations are notified.
Successful bidders must have completed at least three assignments in the past in areas such of formulation and revision of BESS regulations, BESS technical code, BESS operation code, grid code, power system operation codes, scheduling and dispatch codes, and ancillary services framework for the state and central electricity regulatory Commissions, state, regional and national load dispatch centers, state transmission utility (STU), Ministry of Power (MoP), Ministry of New and Renewable Energy (MNRE), and other agencies of the government.
Successful bidders could also have completed assignments in the areas of deviation settlement mechanism, system operation procedure, power system technical standards, and preparation of other technical codes.
They may also have completed at least three assignments for state/central electricity regulatory Commissions, state/regional/national load dispatch centers, STU, MoP, MNRE, and other agencies of the in the areas of standard procedures, research assignments, study reports similar to the GERC’s assignment, studies related to general network access, inter-state transmission system, state transmission planning, load forecasting, and renewable integration, ancillary service, inertia, and frequency response.
Successful bidders must have completed at least two assignments for CERC, or any one of the SERCs related to the formulation or revision of regulations.
The winning firm must appoint a team of professionals to perform the task, comprising of team leader, technical experts, regulatory experts, and other team members.
Bidders and their human resources must not have been blacklisted or debarred by any electricity regulatory Commission in India, MoP, or MNRE for conducting studies or consultancy services.
They must also not have any pending disputes regarding prior experience in conducting studies or consultancy services with any electricity regulatory Commission in India, or with MoP, and MNRE.
The successful bidders must have a minimum annual turnover of at least ₹10 million (~$111,043) in the last three financial years. They must also have had a positive net worth in the previous financial year.
