GAIL Invites Bids for 600 MW of Solar Projects in Gujarat

GAIL (India) has invited bids for the design, supply, construction, erection, testing, and commissioning of 600 MW (6 x 100 MW) of solar power projects at the Khavda Solar Park in the Kutch region of Gujarat.

The successful bidder will also undertake the project’s operation and maintenance (O&M) for ten years.

Only vendors empaneled by GAIL are allowed to participate in this tender. The contractors must commission each of these projects within 15 months of signing the agreement.

The last date to submit the bids is December 7, 2022. Bids will be opened the following day.

Bidders will have to submit ₹2.5 million (~$30,778) as an earnest money deposit.

The successful bidder will have to furnish an amount equivalent to 3% of the contract value as a contract performance security.

The successful bidder should submit a bank guarantee of ₹1 million (~$12,315)/MW of DC capacity. The solar modules issued by the manufacturer in favor of GAIL should be valid for 25 years and 90 days.

The solar modules should have a performance warranty to deliver more than 90% during the first ten years and more than 80% during the next 15 years. Further, the modules should have a performance warranty above 98% during the first year of installation.

The degradation of solar modules for the first year should be limited to 2.5 % for polycrystalline modules and 3% for monocrystalline modules. It should not be more than 0.7% in any subsequent year for polycrystalline and monocrystalline modules.

If the bidder anticipates any degradation of the modules more than the allowed limit during the first year and any other subsequent years, they will have to provide an additional capacity of modules to help meet guaranteed generation during the entire O&M period to avoid liquidated damages.

In August this year, GAIL invited bids to hire a project management consultant (PMC) to set up a 10 MW ground-mounted solar power project at GAIL’s Vijaipur Complex in the Guna District of Madhya Pradesh.

Earlier, GAIL had issued a notice to empanel solar engineering, procurement, and construction (EPC) contractors and operation and maintenance (O&M) service providers.
