Empanelment Tender Issued for Renewable Project Consultants in Ahmedabad

The Ahmedabad Municipal Corporation (AMC) has issued an expression of interest (EoI) for the empanelment of project management consultants for feasibility, detailed project reports, and consultancy of different renewable energy projects to be developed by the AMC.

AMC has installed 21 MW of wind power projects and 1.6 MW of rooftop solar systems. AMC is seeking consultants to carry out the feasibility study to develop more such projects.

The last date to submit the bid is April 20, 2022. The bids will be opened on April 22. The bid will be evaluated based on quality-cum-cost-based system (QCBS) methodology.

The contract period for the project will be three years from the date of the work order.

The bidders must submit an earnest money deposit of ₹200,000 (~$2,650) in the form of a bank guarantee or demand draft or pay order in favor of the Municipal Commissioner, Ahmedabad.

The successful bidder must submit a security deposit amount equivalent to 3% of the work order value within 15 days from the date of acceptance of the letter of intent.

The scope of work includes the preparation of feasibility and detailed project reports, including the selection of the site for the project, the study of the power evacuation facility, estimated project cost, and mode of project financing. The project management consultant will also be responsible for assisting in the bidding process of these projects, estimating project costs, site supervision, and monitoring the project post-commissioning.

The successful bidders must submit the initial report within seven days of commencement of the project and the final report within 15 days. The consultant must also submit monthly, and daily progress reports.

The project management consultant will be responsible for the entire project, including execution & implementation of works at the site, taking measurements and checking and certifying contractor’s bills, and handing over the completed works to AMC on its completion.

The bidding firm must be operational in India after legal incorporation for at least ten years as of March 31, 2021. The bidders must have experience in preparing a feasibility, detailed project report, and project management consultancy of at least 50 MW wind and 10 MW solar power projects. Out of this, the bidder must have consulted on a single project of a minimum of 40 MW wind and 8 MW solar power in the last ten years. Alternatively, the bidder should have experience consulting for two projects with a minimum of 25 MW wind and 5 MW solar power. The bidders can also provide experience work orders for three projects with a minimum of 20 MW of wind and 4 MW of solar power.

The bidders must have experience providing at least 15 consultancy services in the wind or solar or hybrid sector in the last ten years.

The bidders must have an average annual turnover of not less than ₹20 million (~$265,062) for the last three financial years. They must have a positive net worth and a minimum annual net worth of ₹10 million (~$132,522) in the last three financial years.
