EESL Invites Bids for Feasibility and Project Reports for Solar Projects

The Energy Efficiency Services (EESL), a government entity under the administrative control of the Ministry of Power (MoP), has issued an expression of interest for feasibility studies and detailed project reports (DPRs) for ground-mounted, rooftop, and floating solar projects across India.

The projects can be developed under capital expenditure (CAPEX), renewable energy service company, or operating expenditure (OPEX) models.

Bids must be submitted by June 4, 2026. Bids will be opened on the same day.

Selected bidders must furnish an earnest money deposit of ₹50,000 (~$521.19).

The scope of work entails assessing the proposed solar project site to determine its technical suitability and feasibility, and undertaking topographic surveys, land measurements, slope and shadow analyses, solar irradiance assessments, and soil and geotechnical studies. It also involves conducting environmental baseline surveys, evaluating grid connectivity, and identifying natural risks such as flooding, high winds, and seismic activity.

Successful bidders must prepare DPRs that cover the solar projects’ background, site details, technology configuration, energy yield estimates, land-use plan, and optimized layout. The reports must also include regulatory compliance requirements, financial projections, sensitivity analysis, and a preliminary project implementation schedule.

Selected bidders must prepare detailed cost estimates to support funding, procurement, and financial closure. This will include CAPEX estimates for modules, inverters, mounting structures, cabling, civil works, supervisory control and data acquisition (SCADA), and balance of systems. It will also include CAPEX estimates for grid interconnection, land, statutory approvals, project management, and owner’s engineer costs.

Successful bidders must prepare OPEX cost estimates, contingency and escalation provisions, and total solar project cost benchmarked against market rates.

The scope of work also includes preparing technical specifications for critical project components, including solar modules, inverters, mounting structures, cabling, protection and metering systems, and for civil works.

The specifications cover module type, efficiency, degradation, inverter topology and grid compliance, wind-load design, cable sizing, metering and SCADA requirements, foundation design, control rooms, internal roads, compound walls, and drainage systems.

Selected bidders must prepare itemized bills of quantities for equipment, civil, structural, erection, grid interconnection, SCADA, and communication works. They must assist in drafting commercial terms for the engineering, procurement, and construction; operations and maintenance; power purchase agreements; land leases; bank guarantees; insurance; and bid evaluation documents.

They must also help draft bid clarifications and address capacity-related and other technical issues during project planning and execution.

Bidders must have successfully executed similar works in the last five years from the bid opening date for distribution companies, government departments, public sector undertakings, urban local bodies, or any other government organizations.

They  must have at least three skilled employees with an engineering/technical background. These employees must have a minimum of 10, five, and two years of work experience in the power, industrial, construction, and utilities sectors, respectively.

Bidders must have an average annual turnover of ₹1.5 million (~$15,635.62) during the previous three financial years. Their net worth in the last financial year must have been at least 100% of the paid-up share capital.

In 2024, EESL invited bids for a rate contract to supply approximately 1,000 MWp of domestic content requirement- compliant crystalline 540 Wp and above solar modules across India.
