CREDA Floats Tender to Deploy 20,000 Off-Grid Solar Water Pumping Systems

The Chhattisgarh State Renewable Energy Development Agency (CREDA) has issued a tender for the standardization of rates to set up 20,000 off-grid solar photovoltaic water pumping systems (SPWPS) with capacities of 2, 3, and 5 HP across Chhattisgarh.

The projects also encompass a comprehensive maintenance contract (CMC), full system warranty, insurance, and repair and maintenance for a duration of 5 years under CREDA’s Saur Sujla program.

The scope of work includes survey, design, manufacturing, supply, transportation, installation, testing, and commissioning of 1,000 (2 HP), 14,000 (3 HP), and 5,000 (5 HP) solar photovoltaic irrigation pumps (AC/DC) submersible or surface.

This tender is floated in anticipation of receipt of administrative sanction from the Department of Energy under the government of Chhattisgarh.

The last date for the submission of bids is March 27, 2024. Bids will be opened on the next day.

Bidders must submit ₹25,000 (~$301.50) + 18% GST = ₹29,500 (~$355.77) as the cost of the tender document.

Bidders must also furnish ₹500,000 (~$6,029) as earnest money deposit for individual and consortium bidders and ₹200,000 (~$2,411) for start-up and new entrepreneur bidders.

Prospective bidders must be registered as system integrators with CREDA or other qualifying companies, demonstrating a minimum track record of 2 years in the field of solar irrigation pumping systems.

Bidders from Chhattisgarh: Minimum direct experience in supplying and installing 250 solar irrigation pumps under a government program or CREDA’s market mode program in the last eight financial years (2015-16 to 2022-23), all currently operational.

Bidders from other states: Minimum direct experience in supplying and installing 700 solar irrigation pumps under a government program of any state or CREDA’s market mode program in the last eight financial years, all currently operational.

Bidders should have a positive net worth as of March 31, 2023, and the aggregate turnover should be at least ₹100 million (~$1.2 million) in solar projects over the last eight financial years (2015-16 to 2022-23).

Bidders must also have a valid test report in the bidder’s name or written consent from the owner of the test report for all 12 categories of pumps (2, 3 & 5 HP, AC & DC, Surface & Submersible).

The owner of the test reports must provide the original valid test report to CREDA before the date of sample display.

Any future changes to components or system configuration require prior approval from CREDA, along with the submission of a valid original test report and written consent from the owner.

CREDA reserves the right to accept or reject modified configurations of SPV Irrigation Pumps.

Recently, the Ministry of New and Renewable Energy (MNRE) clarified that the waiver of domestic content requirement (DCR) for solar cells in feeder-level solarization (FLS) under Component C of the PM-KUSUM program is extended until March 31, 2024.
