Gujarat State Electricity Corporation (GSECL) has invited bids from consultants for a detailed feasibility report (DFR), and project management consultancy services to set up floating solar projects at various locations in the state for two years.

The last date to submit the bids is August 19, 2022. Bids will be opened on August 22.

Bidders must submit ₹520,000 (~$6,535) as an earnest money deposit. The successful bidder should submit a security deposit of 10% of the total contract value in the form of a bank guarantee.

Bidders should have provided feasibility study services, preparation of DFR and detailed project report (DPR), and project management consultancy services to set up floating solar projects.

They must be well aware of the problems likely to be encountered in executing floating solar projects.

Bidders should have an annual turnover of at least ₹150 million (~$1.89 million).

The project manager for the site supervision should have at least ten years of experience in a leading consultant’s design and engineering department, out of which the last five years should have been at the managerial level, for a solar power project.

Upon receipt of the letter of intent, the consultant should submit the appointed project manager’s complete biodata within two weeks for approval.

Any delay in providing the consultancy services will be subjected to a penalty (not liquidated damages) at the rate of 0.5% of the total contract value per week, subject to a maximum of 10% of the total contract value.

Last December, the Gujarat Urban Development Company invited bids to empanel consultants to set up 7.7 MW of grid-connected solar power projects at water treatment plants, sewage treatment plants, and pumping stations of municipality-owned buildings and land in the state.

Earlier, GSECL issued a tender inviting consultancy services to verify the designs and drawings of 25 solar projects. The projects with capacities of 10 MW to 100 MW are located near Gujarat Energy Transmission Corporation wastelands across Gujarat.
