Bihar Announces Empanelment Tender for 15 MW of Rooftop Solar Systems

The Bihar Renewable Energy Development Agency (BREDA) has floated an empanelment tender for rooftop solar projects for a capacity of 10 MW (Category-B) and 5 MW (Category-C) on government buildings in the state.

The projects will be developed under the capital expenditure (CAPEX) model. The scope of work would include the supply, installation, testing, and commissioning of the solar systems. The contract will also include comprehensive maintenance services for five years.

The last date for the submission of bids is September 21, 2020, and the pre-bid meeting will take place on September 03, 2020.

Interested bidders will have to submit an amount ₹500,000 (~$6,721) as the earnest money deposit (EMD).

The size of each project should be in the range of 11 kW to 100 kW under Category-B and 101 kW to 500 kW for Category-C. The solar systems will be installed on identified locations of urban local bodies and distribution companies (DISCOMs). The minimum capacity to be quoted by a bidder must be at least 10% of the estimated capacity in each category.

The solar modules used for the project should be indigenous and, as per the latest guidelines of the Approved Lists of Models and Manufacturers (ALMM) issued by the government of India. The total solar array capacity should not be less than the allocated capacity (kW) and must comprise solar crystalline modules of 300 W and above.

To take part in the bidding process, the bidder or the joint venture should have a cumulative experience of executing at least 250 kW of solar systems in the last two years.

Regarding the financial criteria, the minimum average annual turnover of the bidder as computed for the best three years out of the last five financial years should amount to ₹50 million (~$672, 183). The bidder should have a positive net worth at the close of the last financial year.

Earlier, BREDA also invited bids for the design, supply, installation, testing, and commissioning of 7 MW grid-connected rooftop solar PV projects. The projects will be developed under the CAPEX model on various government buildings in Bihar.

Previously, Mercom had reported that the South Bihar Power Distribution Company Limited (SBPDCL) had floated a tender for 5 MW of grid-connected rooftop solar projects across the state for the residential sector. The scope of work included the design, supply, installation, testing, and commissioning of the projects along with integrated, comprehensive maintenance for five years.
