Assam Invites Bids for 15 MW Solar Project in Sonitpur District

Assam Power Distribution Company (APDCL) has issued a request for selection to procure 15 MW of power from a grid-connected solar project to be developed in Sonitpur district, Assam.
Bids must be submitted by November 10, 2025. Bids will be opened on November 12.
Bidders must furnish a tender document fee of ₹29,500 (~$337) and an earnest money deposit of ₹14.9 million (~$170,009). The ceiling tariff has been set at ₹3.85 (~$0.044)/kWh inclusive of GST.
The successful bidder must submit a performance bank guarantee of ₹37.3 million (~$425,593).
The project will be developed at Balipara, Sonitpur District. It will be developed on a build, own, and operate basis with a 25-year power purchase agreement (PPA) between APDCL and the successful bidder.
The scope of work includes the design, engineering, construction, and commissioning of the project, with operation and maintenance for 25 years. The developer must arrange 33 kV grid connectivity to the nearest substation at its own cost.
The project must be commissioned within 18 months from the date of PPA execution, with part commissioning allowed in phases of 10 MW initially, followed by 5 MW. Early commissioning is permitted, with energy generated before the scheduled date paid at 75% of the PPA tariff.
Bidders must be registered companies or consortiums of up to three members, with the lead member holding at least 26% equity in the special purpose vehicle. They should have commissioned at least 15 MW of cumulative solar capacity within the last five years, including one project of 5 MW or higher.
The net worth of the bidders must be at least ₹149.2 million (~$1.70 million) as on the last day of the financial year 2023- 24.
The minimum annual capacity utilization factor must be 19%, with variations limited to +10%/–15% in the first ten years.
Modules must be procured from companies in the Approved List of Models and Manufacturers.
In April this year, Assam Power Distribution Company issued an expression of interest to install solar projects of a cumulative capacity of 357 MW on agricultural land within a 5 km radius of 33/11 kV substations.
