Assam Amends Rules for Green Energy Open Access Applications

Open access will be permitted for consumers connected through a common feeder

The Assam Electricity Regulatory Authority (AERC) has amended the AERC (Terms & Conditions for Open Access) Regulations, 2024, permitting green energy open access (GEOA) only for consumers applying through a lead GEOA consumer located in the same electricity division of the distribution licensee.

The lead consumer will act as the coordinating agency for GEOA consumers and will have a contracted demand or sanctioned load of at least 100 kW through multiple connections located in the same electricity division of the distribution licensee.

The amended regulations also specify that GEOA consumers must maintain a fixed level of power consumption for a minimum of 12-time blocks of 15 minutes each.

The regulations permit consumers connected to a dedicated feeder/common feeder for open access.

Consumers connected by a common feeder must fulfill the criteria for energy accounting and system operation, as specified by the state nodal agency.

Open access will be granted to consumers connected to common feeders, provided they agree to allow the state transmission utility/state load dispatch centers to impose any restrictions on the feeders.

Applicants seeking open access on a common feeder must upgrade the existing energy meters at their own cost.

In the event of a shutdown of common feeders, the consumer will not be eligible to claim any compensation for financial losses.

In January, the AERC issued the Draft (Grant of Connectivity to the Intra-State Transmission System) Regulations, 2025, outlining the processes, criteria, and conditions for granting connectivity to the Intra-State Transmission System (InSTS).

According to Assam Integrated Clean Energy Policy 2025, the state government proposed adding 11,700 MW of renewable energy capacity by the end of the financial year (FY) 2030.
