The Appellate Tribunal for Electricity (APTEL) has set aside a Haryana Electricity Regulatory Commission (HERC) order granting a solar power developer a tariff of ₹6.44 (~$0.0671)/kWh, holding that the issue had already been finally decided in earlier proceedings and could not be reopened.
