West Bengal Invites Bids for 10 MW Rooftop Solar Projects

The West Bengal State Electricity Distribution Company (WBSEDCL) has invited bids for grid-connected rooftop solar projects with a cumulative capacity of 10 MW.

The projects will be implemented on state government buildings spread across eight, namely Medinipur (1,500 kWh), Bankura (1,500 kWh), Kolkata South (1,500 kWh), Kolkata North (1,500 kWh), Bardhaman (1,000 kWh), Berhampore(1,000 kWh), Malda (1,000 kWh), and Siliguri (1,000 kWh).

Bids must be submitted by October 29, 2025. Bids will be opened on October 31.

The estimated value of the projects at Medinipur, Bankura, Kolkata South, and Kolkata North is ₹58.5 million (~$666,111.19) and ₹39 million (~$444,074.13) for Bardhaman, Berhampore, Malda, and Siliguri.

Bidders must furnish an earnest money deposit (EMD), depending on the package. For Medinipur, Bankura, Kolkata South, and Kolkata North packages, bidders must deposit ₹1.17 million (~$13,329.41) each, while the Bardhaman, Berhampore, Malda, and Siliguri packages require ₹780,000 (~$8,883.72) each.

The successful bidder must submit a performance bank guarantee (PBG) of 10% of the contract value within 15 days from the letter of acceptance. The PBG must remain valid initially for one year, with a three-month claim period, and can be extended up to five years to cover the operations and maintenance period.

If the L1 bidder quotes 80% or less of the estimated cost, an additional performance security of 10% of the tendered amount must be furnished within seven working days. The EMD will be forfeited in case of default.

The scope of work includes the supply, installation, and commissioning of the projects. Bidders must have executed solar projects or solar pumps with a cumulative capacity of at least 100 kWh in the last seven years, with each plant or pump having a minimum capacity of 5 kWh. The projects must have been operational for at least six months before the bid submission date.

Bidders must demonstrate an average annual turnover of at least 30% of the tender value in the last three financial years. They must also have working capital equivalent to 30% of the estimated project value in the preceding financial year.

Delays will attract a penalty of 0.5% of the contract value per week, capped at a maximum of 10% of the total contract price.

In February this year, WBSEDCL invited bids to implement a 6 MW floating solar project at the PPSP Upper Dam, located at the Purulia Pump Storage Project Site, Purulia, West Bengal.
