West Bengal Floats O&M Tender for 10 MW Solar Projects

The West Bengal Power Development Corporation (WBPDCL) has invited bids for biennial operation and maintenance (O&M) of 10 MW ground-mounted solar power projects at the Sagardighi Thermal Power Project for two years.

Bids must be submitted by July 9, 2025. Bids will be opened on July 11.

Bidders must submit an earnest money deposit of ₹244,760 (~$2858.9) and 10% of the payment as a security deposit.

Selected bidders must provide additional performance security of 10% of the tendered amount if the bid value is 80% or less of the estimated project cost.

The project’s estimated cost is ₹12.23 million (~$142,853).

The scope of work entails daily solar module washing, removal of ground faults and any other faults to ensure 100% project availability, and monitoring of string current, ambient temperature, and wind speed on an hourly basis. It also covers checking for defects at night before the start of solar hours.

Each solar project consists of a solar module array, an inverter control room equipped with a 33 kV breaker, and a transformer yard featuring a fire protection system. The solar projects are connected to a 33 kV high-tension breaker panel located in the main control room.

Selected bidders must provide three graduate engineers and three unskilled employees for carrying out O&M services.

They must ensure proper isolation, de-energization, equipment earthing, and replacement of defective parts.

The scope of work also includes preventive maintenance for the fire detection system, weather monitoring station, project lighting system, street lighting, batteries, battery chargers, and the supervisory control and data acquisition system.

It encompasses preventive maintenance of inverter-duty power transformers, auxiliary transformers, 11 kV high-tension breaker panels, breaker relays, grid-connected inverters, earth pits, string monitoring boxes, uninterruptible power supply systems, DC battery banks, and module washing systems.

Selected bidders must regularly clear the module array area of grass and weeds to prevent shadows on the solar modules.

Bidders must have a minimum annual turnover of ₹1.8 million (~$21,024.9) in the last three financial years.

Bidders must have completed O&M for a minimum 2 MW capacity ground-mounted solar project or a 1 MW rooftop/floating project in the last seven years.

These works could include any of the following:

  • A single order of at least ₹4.8 million (~$56,066.4)/year
  • Two orders of at least ₹3.05 million (~$35,625.5)/year
  • Three orders of at least ₹2.4 million (~$28,033)/year

For work orders with a duration of over one year, the executed value per year will be calculated on a pro-rata basis.

In February this year, WBSEDCL invited bids for the comprehensive O&M of six ground-mounted solar power projects with a combined capacity of 60 MW.

In the same month, WBPDCL invited bids for the comprehensive O&M of a 1.891 MW rooftop solar project at Kolaghat Thermal Power Station for two years.
