The Uttarakhand Electricity Regulatory Commission (UERC) has raised tariffs for some industrial-category power consumers and retained tariffs for commercial-category power consumers for the financial year (FY) 2027.

Industrial Consumers
Industrial category power consumers with a contracted load of up to 1,000 KVA, and for those with a contracted load more than 1,000 KVA and a load factor up to 50%, the tariff has been increased by 6.2% to ₹6.85 (~$0.074)/kVAh from ₹6.45 (~$0.070)/kVAh last year.

For industrial category power consumers with a contracted load of up to 1,000 KVA, and for those with more than 1,000 KVA demand and a load factor above 50%, the tariff has decreased by 3.6% to ₹6.6 (~$0.071)/kVAh from ₹6.85 (~$0.074)/kVAh.

The load factor threshold for industrial-category consumers has been raised from 40% to 50%.

Commercial Consumers
The Commission has retained the tariffs for commercial category consumers with a connected load of up to 25 kW and for those above 25 kW at ₹7.75 (~$0.084)/kWh and ₹7.8 (~$0.084)/kWh, respectively.

Domestic Consumers
The Commission has retained the tariff for all domestic category consumers.

Those below the poverty line with a load of up to 1 kW and consumption of up to 60 units per month must pay energy charges of ₹1.85 (~$0.020)/kWh and fixed charges of ₹18 (~$0.195)/connection/month.

For other domestic consumers with power consumption of up to 100 units per month, energy charges of ₹3.65 (~$0.039)/kWh will apply; for consumers with monthly consumption between 101 and 200 units, energy charges of ₹5.25 (~$0.057)/kWh will apply.

For those consuming between 201 and 400 units per month, the energy charge is ₹7.15 (~$0.077)/kWh. Consumers with monthly consumption exceeding 400 units must pay ₹7.8 (~$0.084)/kWh.

For all domestic consumers, excluding those below the poverty line with a load of up to 1 KW and consumption of up to 60 units per month, the fixed charges of ₹75 (~$0.811)/kW/month will apply for upto 1 KW, ₹85 (~$0.920)/kW/month for contracted load between 1 kW and 4 KW, and ₹100 (~$1.082)/kW/month for contracted load above 4 KW.

However, the Commission reduced energy charges for domestic-category consumers under single-point bulk supply to ₹6.25 (~$0.068)/kVAh and retained fixed charges at ₹120 (~$1.298)/kVA/month.

Open Access Charges
The Commission also revised cross-subsidy surcharges, additional surcharges, transmission charges, and wheeling charges for commercial and industrial consumers.

The cross-subsidy surcharge applicable for high-tension (HT) industrial category consumers was reduced by 3.4% to ₹0.56 (~$0.006)/kWh from ₹0.58 (~$0.006)/kWh.

The cross-subsidy surcharge for commercial category consumers has been retained at ₹1.21 (~$0.013)/kWh.

Transmission charges have been increased by 14.4% to ₹5988.64 (~$64.785)/MW/day from ₹5233.9 (~$56.624)/MW/day.

The additional surcharges applicable for HT and extra-high-tension category consumers have been decreased by 3.7% to ₹1.05 (~$0.011)/kWh from ₹1.09 (~$0.012)/kWh.

Wheeling charges for industrial-category consumers with contracted demand above 1,000 KVA have been raised by 18.3% to ₹5,454 (~$59.004)/MW/day from ₹4,611 (~$49.882)/MW/day.

For industrial category consumers with a contracted demand of up to 1,000 KVA, the wheeling charges have been increased by 12.8% to ₹7,410 (~$80.158)/MW/day from ₹6,567 (~$71.050)/MW/day.

Wheeling charges for commercial-category power consumers have increased by 5.7% to ₹15,654 (~$169.347)/MW/day from ₹14,811 (~$160.214)/MW/day.

Commercial category power consumers exceeding their contracted load must now pay ₹18,867 (~$204.102)/MW/day, a 4.7% increase from ₹18,025 (~$194.985)/MW/month.

Last year, the UERC approved Uttarakhand Power Corporation’s proposal for an additional surcharge of ₹1.14 (~$0.013)/kWh for open access power consumers.
