Uttarakhand Issues Empanelment Tender for 22.96 MW Solar Projects

Uttarakhand Renewable Energy Development Agency (UREDA) has issued a tender to empanel engineering, procurement and construction (EPC) contractors for the design, manufacture, supply, erection, testing, net metering, and commissioning of a cumulative capacity of 22,965 kW grid-connected rooftop solar systems and small solar projects.

The scope of work includes operation and maintenance of the projects for five years.

The last date to submit the bids is September 9, 2024. Bids will be opened on September 11.

The estimated cost of the project is ₹1 billion (~$11.91 million).

Bidders must pay an earnest money deposit of ₹20 million (~$320,000). They must also pay a performance security equivalent to 5% of the work order value.

The projects of capacities between 1 kW and 1,000 kW, will comprise flat rooftop and inclined rooftop projects, and projects on open flat land and open hilly and inclined land.

The successful bidders must include a survey of the sites within 15 days from the date of the work order.

They must also obtain statutory approvals, electrical safety clearance/ certificates and implement the net metering arrangement.

Bidders must have experience in the supply, installation and commissioning of solar projects with net-metering facilities in the last five years:

The annual average turnover of the bidders for the last three years should be more than ₹200 million (~$28.82 million) or at least between ₹30 million (~$0.357 million) and ₹200 million (~$28.82 million).

The agency also invited bids to empanel developers to commission 250 MW of grid-connected solar power projects under Mukhyamantri Saur Swarojgar Yojana.

Last year, Uttarakhand released a draft solar policy that targets 2,000 MW of installed solar capacity and envisages boosting the proportion of solar power in power distribution companies’ energy purchases to 18% by 2028. The policy will be valid for five years.
