Uttarakhand Invites Bids for 6.5 MW of Rooftop and Distributed Solar Projects

The Uttarakhand Renewable Energy Development Agency (UREDA) has invited bids for the survey, design, manufacture, supply, testing, net metering, and commissioning of 6.5 MW of rooftop and small solar power projects ranging from 1 kW to 1 MW at various locations in the state.

The successful bidder must provide a manufacturer’s warranty for the solar components to UREDA for at least five years and handle the operation and maintenance of the projects for five years.

The projects will be installed in Zone I (Kumaon Division) and Zone II (Garhwal Division).

The scope of work includes a survey of the sites and submission of survey reports to UREDA within 60 days of the work order, obtaining all applicable statutory approvals and electrical safety clearance, and implementing the net metering arrangement. It also includes designing the solar power project, shadow analysis, system simulation, the basis for orientation, and the tilt angle adopted for the project.

The last date to submit bids is May 8, 2026. Bids will be opened on the same day.

Bidders must submit ₹6.57 million (~$70,447) as an earnest money deposit. The successful bidder must furnish a performance bank guarantee equal to 5% of the work order value.

The estimated cost of the projects is ₹406.7 million (~$4.36 million).

Bidders must have experience installing more than 5 MW of grid-connected rooftop and small solar projects with net metering facilities (in the capacity range of 10 kW to 1 MW) at government buildings in the last five years.

They should have valid authorization from the manufacturer of the solar modules and inverters, as well as a valid registration certificate from the Electrical Safety Department for a Class A contractor.

Bidders should have at least one firm-owned service center established in Uttarakhand.

The projects must be completed within 10 months of the work order award.

Solar modules and solar cells in the projects should be from the models and manufacturers included in the Approved List of Models and Manufacturers (ALMM) List-I (for solar modules) and ALMM List-II (for solar cells).

If the contractor fails to perform the work on time, UREDA will deduct, as liquidated damages, a sum equivalent to 0.5% of the price of the unperformed work for each week of delay, up to a maximum deduction of 10%.

In February this year, Uttarakhand Power Corporation floated tenders to set up standalone battery energy storage systems with a cumulative capacity of 100 MW/250 MWh.

Earlier, UREDA issued a tender to empanel engineering, procurement, and construction contractors for the design, manufacture, supply, erection, testing, net metering, and commissioning of a cumulative capacity of 22.97 MW grid-connected rooftop solar systems and small solar projects.
