Uttarakhand Power Corporation (UPCL) has invited bids for the construction of a 33 kV line from the generator’s switching station at Patlibagad to the 132/33 kV substation at Syalidhar to evacuate 15 MW of power generated by six solar projects in Almora under Package A.

The select contractor must also construct a 33 kV line from the 132/33 kV substation at Nani-Ranikhet up to Dugura village to evacuate power under Package B.

The last date to submit the bids is March 2, 2023. Bids will be opened on March 3.

Bidders will have to submit ₹866,100 (~$10,453) as an earnest money deposit.

The successful bidder will have to furnish an amount equivalent to 3% of the contract value as a performance bank guarantee. A performance guarantee at 1.5% of the contract value must be submitted by the bidder at the time of signing the contract. The rest 1.5% of the contract value will be deducted proportionately from the bills raised for payment by the bidder.

Bidders must have a valid Class-A electrical contractor license for carrying out the specified work.

Bidders should have successfully executed at least a 6.78 km line for Package A and a 2.60 km line for Package B of 33 kV or higher capacity for any government department, state electricity board, power sector utility, and government undertaking during the last five years.

If the bidder has been awarded any work by UPCL during the last five years as of the bid opening date, the performance should have been satisfactory.

The net worth of bidders during the last financial years should be at least 20% of the estimated project cost. They should furnish evidence of the availability of a credit facility, which should not be less than 40% of the project’s estimated cost.

The project must be completed within nine months of issuing the right of way or forest clearance.

If the work is not completed on time, the contractor will have to pay a penalty of 0.1% for per day of delay, subject to a maximum of 10% of the project’s cost.

Recently, UJVNL, a government of Uttarakhand enterprise, invited bids to set up 9.5 MW of grid-connected solar projects near the Kulhal powerhouse in the Dehradun district. The projects will be connected to the 33/11 kV substation at the Kulhal powerhouse for the sale of power to UJVNL.
