Travancore Cochin Chemicals Invites Bids for 22 MW Renewable Energy Project

The Travancore Cochin Chemicals (TCC) has invited bids from developers to set up a 22 MW renewable energy project, which will be implemented in a group captive model.

The last date for the submission of bids is June 19, 2024. Bids will be opened the same day.

Bidders must submit ₹1,000 (~$12) as a tender fee.  They must also pay ₹500,000 (~$6,005) as an earnest money deposit (EMD).

The successful bidder must provide a security deposit equal to 10% of the annual energy bill value to ensure contract performance. The EMD of the successful bidder will be adjusted against the security deposit.

The contract period will be 20 years from the delivery date.

Power can be supplied from operational, under-construction, or proposed solar, wind, or solar-wind hybrid power plants. This includes combining solar and wind PPAs to create a virtual hybrid PPA.

Bidders must have owned, installed, and commissioned at least 50 MW of solar or wind projects in India by December 31, 2023. This must include at least one project with a minimum capacity of 20 MW.

A list of the commissioned projects, indicating whether they are grid-connected, along with a copy of the commissioning certificate and other details, must be submitted.

Bidders must have a positive net worth in the financial year before the bid deadline.

They must have a minimum annual turnover of at least ₹500 million (~$6 million) from operations in the last three financial years.

If the contractor fails to deliver supplies per the order’s terms and the company must procure the items from another source at a higher price, the resulting loss must be compensated by the defaulting contractor as specified in the PPA.

The Government of Kerala is not a party to this purchase order and holds no liabilities, obligations, or rights regarding this order.

Last year, TCC invited bids from consultants to suggest various ways of optimizing power costs and conducting a viability study for green power project models.
