THDC Invites EoIs from Land Aggregators for Empanelment in Solar Park Program

THDC India has invited expressions of interest (EoI) for the empanelment of land aggregators and facilitators for acquiring land on a lease or purchase basis to develop Ultra Mega Renewable Energy Power Parks (UMREPP) in Rajasthan.

These parks will be developed under the Ministry of New and Renewable Energy’s (MNRE) solar park program.

The last date to submit the EoIs is October 16, 2023. They will be evaluated the next day.

The target capacity for any UMREPP project at one specific site is 500 MW and above. Alternatively, a minimum capacity of 250 MW at a single location may be considered if the applicant can arrange grid connectivity with the nearest substation.

The applicant or the lead partner in a joint venture/lead member in a consortium should qualify as a Class I Local Supplier.

A Class – I Local supplier is defined as a supplier or service provider whose goods, services, or works offered for procurement have a local content equal to or exceeding 50%.

The applicant should have a track record of completing land aggregator/land facilitator assignments for acquiring unencumbered and encroachment-free land on either an upfront charge basis or a lease rent basis for a minimum of 20 years.

This experience should relate to a single land parcel of 250 acres or more in a single location within the last ten years. In the case of a consortium or joint venture, the lead member or lead partner should meet this requirement.

The applicant should have at least one individual (consultant, employee, partner, or director) with a minimum of five years of experience handling land acquisition under contract.

The applicant should also have at least one individual with a minimum of 15 years of experience as an officer in the Land Revenue Department or Administrative Department of the Government of Rajasthan.

In July this year, THDC India invited bids to empanel consultants to acquire land to develop 2,000 MW Ultra Mega Renewable Energy Parks in Rajasthan.

Last year, THDC India signed a memorandum of understanding with Rajasthan Renewable Energy Corporation to develop large solar power projects with a combined capacity of 10 GW.
