Tender Floated for 1.65 MW of Rooftop Solar Projects in Goa

The Goa Energy Development Agency (GEDA) has issued a tender for the design, supply, installation, testing, commissioning of grid-connected rooftop solar projects of 1.65 MW cumulative capacity atop various government buildings in Panaji.

Successful bidders must also provide comprehensive operation and maintenance service for five years.

The project’s estimated cost is ₹92.18 million (~$1.20 million). Only GEDA empanelled vendors can participate in the bid.

The last day to submit the bids is March 27, 2022. The bids will be opened on the next day.

The scope also includes installing a 30 kW rooftop solar system above the sixth floor on the flat roof of the Goa Industrial Development Corporation building in Patto, Panaji.

Bidders must submit an earnest money deposit (EMD) of ₹1.84 million (~$24,104). EMD of the successful bidders will be returned after submitting a bid security deposit equivalent to 5% of the project cost in the form of a bank guarantee against the work order within 15 days. Successful bidders must also deposit a performance bank guarantee of 10% of the project cost of the sanctioned capacity within 15 days from the date of commissioning of the project and grid integration.

Bidders must have designed, supplied, installed, and commissioned rooftop or ground-mounted grid-connected solar projects having a cumulative capacity of more than 2 MW in the last four years. Residential installations will be considered if the same has been certified by the state nodal agency or power distribution company.

Bidders must have a minimum average annual turnover of ₹100 million (~$1.31 million). Bidders must also submit a certified turnover certificate for the last two financial years issued by the chartered accountant.

Contact can be canceled if the projects are not commissioned within 12 months from the date of issue of the work order. However, GEDA reserves the right to grant an additional month to execute the project. If the successful bidders fail to commission the sanctioned project within the specified time, a penalty of 2% of the value of the security deposit will be deducted for every day of delay for the next 30 days.

Successful bidders must obtain a no-objection certificate (NOC) from the Goa Electricity Department within 360 days from the issue of the work order. A delay in obtaining this approval would entail liquidity damage of 1% of the contract value per week, going up to 10%.

Metering and grid connectivity of the rooftop projects would be net metering and virtual net metering per the prevailing guidelines of the Central Electricity Authority or Joint Electricity Regulatory Commission for the State of Goa and Union Territories (JERC).

According to Mercom’s India Solar Tender Tracker, GEDA has floated 218 MW rooftop solar project tenders in Goa.
