Tender Issued for 8 MW of Solar Projects Under KUSUM Program in Madhya Pradesh

Madhya Pradesh Urja Vikas Nigam Limited (MPUVNL) has issued a request for proposal (RfP) from renewable energy generators for setting up 8 MW of grid-connected solar projects under component- C of Pradhan Mantri Kisan Urja Suraksha evem Utthan Mahabhiyan (PM KUSUM) Program. The power from the projects will be procured by Madhya Pradesh Power Management Company (MPPMCL).

Successful bidders must design, engineer, supply, construction, erection, test, and commission the solar projects, including the construction of bay and related switchgear at the selected sub-station. The successful bidders must provide 25 years of comprehensive operation and maintenance services.

The last date to submit the bids is May 18, 2022. Bids will be opened the next day.

Bidders must pay ₹5,900 (~$77) towards a non-refundable bid processing fee. They must remit ₹100,000 (~$1,305)/MW of quoted capacity as bid security. Successful bidders must furnish a performance bank guarantee of ₹500,000 (~$6,526)/MW of quoted capacity within 30 days from the letter of award.

The projects must be connected to the selected 33/ 11 kV substation near Sanchi. The substation must have at least one dedicated agricultural feeder and one non-agricultural feeder. The substation must be equipped to accommodate the proposed capacity.

The MNRE will provide central financial assistance (CFA) up to ₹10.50 million (~$137,063)/MW, i.e., 30% of the estimated cost of installation of the solar project calculated at ₹30.50 million (~$398,135)/MW.

Bidders must sign power purchase agreements with MPPMCL for 25 years within 60 days of the letter of award. For annual generation below the minimum CUF of 15%, a penalty of 75% of the tariff will be levied.

Bidders must have a net worth of ₹10 million (~$130,536)/MW of quoted capacity as per the latest available financial statement. They must have an average annual turnover of ₹20 million (~$261,072)/MW of quoted capacity in any of the two financial years among the last three financial years.

MPUVNL issued an RfP to standardize rates and select contractors to design, engineer, supply, install, test, and commission grid-connected rooftop solar systems with or without energy storage and off-grid solar systems with energy storage aggregating to about 11 MW in Madhya Pradesh.

Earlier this month, MPUVNL issued an RfP to install 10.72 MW of grid-connected rooftop solar systems under the renewable energy service company (RESCO) model in Madhya Pradesh.
