Telangana Hikes Open Access Charges, Retains Existing Retail Power Tariff

Consumers opting for green energy must pay an additional tariff of ₹0.66/kWh

The Telangana Electricity Regulatory Commission (TGERC) has retained the existing retail electricity tariff structure for the financial year (FY) 2026–27, while revising key components, including the cross-subsidy surcharge, additional surcharge, and other open access–linked charges.

Industrial Consumers

For HT-I(A) Industry General, the tariff remains unchanged. The energy charge continues at ₹7.65 (~$0.0824)/kWh at 11 kV, ₹7.15 (~$0.0770)/kWh at 33 kV, and ₹6.65 (~$0.0716)/kWh at 132 kV and above, with the fixed charge unchanged at ₹500 (~$5.38)/kVA/month across voltage levels.

Commercial Consumers

For commercial consumers under HT-II(A), the tariff will remain the same as the previous year. The energy charge continues at ₹8.80 (~$0.0947)/kWh at 11 kV, ₹8.00 (~$0.0861)/kWh at 33 kV, and ₹7.80 (~$0.0840)/kWh at 132 kV and above, with the fixed charge unchanged at ₹500 (~$5.38)/kVA/month across voltage levels.

Domestic Consumers

Energy charges have been retained at ₹1.95 (~$0.0210)/kWh for the first 50 units and ₹3.10 (~$0.0334)/kWh for consumption between 51 and 100 units.

For consumers exceeding 100 units, the slab structure will be ₹3.40 (~$0.0366)/kWh for the first 100 units and ₹4.80 (~$0.0517)/kWh for 101–200 units.

Beyond 200 units, energy charges continue at ₹5.10 (~$0.0549)/kWh for the first 200 units, ₹7.70 (~$0.0829)/kWh for 201–300 units, ₹9.00 (~$0.0969)/kWh for 301–400 units, and ₹9.50 (~$0.1023)/kWh for 401–800 units.

Consumption above 800 units will incur a tariff of ₹10.00 (~$0.1077)/kWh.

For LT-I domestic consumers, the fixed charge remains at ₹10 (~$0.11)/month for consumption up to 800 units and ₹50 (~$0.54)/month for consumption above 800 units.

Time-of-day Tariff

The Commission has prescribed a time-of-day tariff for HT-I(A) Industry General, HT-I(A) Poultry Farms, HT-II(A) Others, HT-II(B) Wholly Religious Places, HT-III Airports/Railway Stations/Bus Stations, and HT-IX Electric Vehicle Charging Stations.

These consumers will pay an additional ₹1.50 (~$0.0161)/kWh during peak hours from 6 am to 10 am and 6 pm to 10 pm, while they will receive a ₹0.50 (~$0.0054)/kWh rebate during 10 am to 6 pm. Normal energy charges will apply for the night slot from 10 pm to 6 am.

Cross-subsidy Surcharge

For Southern Power Distribution Company of Telangana, cross-subsidy surcharge for HT-I Industry increased from ₹1.82 (~$0.0196)/kWh to ₹1.98 (~$0.0213)/kWh at 11 kV, from ₹1.56 (~$0.0168)/kWh to ₹1.73 (~$0.0186)/kWh at 33 kV, and from ₹1.46 (~$0.0157)/kWh to ₹1.62 (~$0.0174)/kWh at 132 kV.

For HT-II (Commercial), the cross-subsidy surcharge has been increased from ₹2.15 (~$0.0231)/kWh to ₹2.33 (~$0.0251)/kWh at 11 kV, from ₹1.86 (~$0.0200)/kWh to ₹2.04 (~$0.0220)/kWh at 33 kV, and from ₹1.79 (~$0.0193)/kWh to ₹2.34 (~$0.0252)/kWh at 132 kV.

For the Northern Power Distribution Company of Telangana, the cross-subsidy surcharge also increased in most segments, with HT-I Industry moving from ₹1.90 (~$0.0205)/kWh to ₹1.99 (~$0.0214)/kWh at 11 kV, from ₹1.69 (~$0.0182)/kWh to ₹1.79 (~$0.0193)/kWh at 33 kV, and from ₹1.60 (~$0.0172)/kWh to ₹1.69 (~$0.0182)/kWh at 132 kV.

In the commercial category, HT-II (Others) increased from ₹2.33 (~$0.0251)/kWh to ₹2.37 (~$0.0255)/kWh at 11 kV and from ₹2.06 (~$0.0225)/kWh to ₹2.12 (~$0.0228)/kWh at 33 kV but declined at 132 kV from ₹5.03 (~$0.0545)/kWh to ₹3.77 (~$0.0406)/kWh.

Other Charges

The additional surcharge has been reduced to ₹0.13 (~$0.0014)/kWh for the first half of FY 2026–27 from ₹1.45 (~$0.0156)/kWh in FY 2025–26. Green energy open-access consumers are exempt from the additional surcharge.

Grid support charge has been increased to ₹19.77 (~$0.2130)/kW/month, up from ₹18.48 (~$0.1990)/kW/month in the previous year.

The standby charge framework remains unchanged, continuing at 10% of the applicable energy charge on open-access consumption.

The green tariff continues at ₹0.66 (~$0.0071)/kWh over the normal tariff for consumers opting for green energy in FY 2026–27.

The Commission recently increased power transmission tariffs, wheeling charges, and State Load Despatch Center charges for FY 2026–27.
