Telangana Floats RESCO Tender for 1 to 1,000 kW of Rooftop Solar Projects

The Telangana State Renewable Energy Development Corporation Limited (TSREDCO) has floated a tender for 1-1,000 kW of grid-connected rooftop solar power projects. The projects are to be installed at multiple government establishments across Telangana.

The bid submission deadline is August 13, 2019, and the technical bids will be opened on the same date. The price bids will be opened on August 16, 2019.

An earnest money deposit (EMD) or the bid security deposit bond of ₹0.2 million (~$ 2,903) must be deposited by the bidders. The bidders have to submit a performance bank guarantee of ₹0.75 million (~$ 10,885) for every 500 kW system proportionate to the total capacity allotted. The project will be allotted under the RESCO (Renewable Energy Service Company) or OPEX model.

The scope of work involves the design, supply, installation, testing, and commissioning of solar projects under the net-metering program with a five-year comprehensive maintenance contract (CMC) under the RESCO model. The projects can be rooftop, ground-mounted, or high raised structure SPV projects. The projects will be on a build own operate basis (BOO).

The Government of Telangana announced the Telangana Solar Power Policy 2015 to promote grid-connected solar rooftop projects with net metering as well as gross metering on public buildings, domestic, commercial, and industrial establishments. Consumers can choose either net or gross metering to sell power to DISCOMs. Tariffs will be determined by the Telangana State Electricity Regulatory Commission (TSERC) yearly.

The beneficiary organization will enter a power purchase agreement (PPA) with the successful or empaneled bidder based on the tender through TSREDCO to buy solar power for a 25-year duration. Bidders can quote different rates for different categories like 1 to 10 kW, above 100 kW and should quote separately for each category.

Eligibility criteria for bidders:

Interested bidders should be registered with TSREDCO with the requisite experience of at least 200 kW of cumulative capacity in the field of off-grid or grid-connected solar photovoltaic systems in the last three fiscal years.

The bidder should have an annual turnover of ₹30 million (~$435,412) in any one financial year during the last three financial years (2016-17, 2017-18 and 2018-19).

Only domestically manufactured solar PV modules with radio frequency identification (RFID) should be used. The product should be ‘Made in India’ and must have the company name,  logo, serial number, and the year it was manufactured. The PV modules used must qualify to the latest edition of qualification certification tests.

Recently, TSREDCO had floated a tender to set up several rooftop SPV projects of different capacities in the state under its net metering program.

TSREDCO issued a tender previously for 31.12 MW of grid-connected rooftop solar PV projects also falling under the RESCO model.
